Maryland Installation Movements • To date, 3385 federal civilian/military jobs have moved to Maryland. • To date, 5,300 indirect jobs have been created in Maryland and growing. Anne Arundel County example: • 2009 – 11 New Companies located with 242 total New Employees/ 49 Expanding Companies with 1631 total New Employees • 2010 – 9 New Companies with 433 total New Employees/ 21 Expanding Companies with 1658 New Employees. BRAC Construction HighlightsAberdeen Proving Ground (Phase I) • $477.5M Contract to design and build “Phase I” • “Phase I” of the Team C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) Campus Include: • 9 new buildings • Approximately 5,000 personnel • “Move In” Underway • 1.5M sq ft facility of offices, laboratories, training facilities and data centers • “Phase II” nearing completion

Subcabinet Highlights: Workforce Creation Extremely Successful BRAC Higher Education Fund • To date, 39 grants have been awarded to 19 colleges, universities and community colleges in Maryland totaling more than $3.7 million. • FY ‘09 Grants: 16 awards from $25,000 - $164,500 • FY ‘10 Grants: 12 awards from $43,600 - $92,900 • FY’11 Grants: 11 awards from $40,900 - $90,000 • 2100 Marylanders trained from first two rounds of grants so far • Examples – cyber security, government procurement/ contracting, engineering, medical lab training,
Subcabinet Highlights: Workforce Creation • Launched BRAC Internships Clearinghouse website in partnership with Colleges in Maryland and defense contractors: www.internshipcenter.mhec.maryland.gov • Higher Education Summit around APG – CRADA with Army and Morgan State and UMCP • Expand Science, Technology, Engineering, Mathematics (STEM) and Career & Technology Education programs throughout state • Establish Security Clearance education in all public middle schools in partnership with Ft. Meade Alliance • Resume writing and federal jobs training to meet USA Jobs criteria/ specific veterans recruiting
Subcabinet Highlights: Opportunity for MBEs • One-Stop website for small and minority businesses to access information about BRAC opportunities: http://www.mdminoritybusiness.com/BRAC4.html • Match-making events for Prime and Sub-contractors. Successful in working with JBA to raise small business contracting goal to 50%! • GOMA/ TargetGov following contracting trends: in 2009, Maryland small, minority and women-owned firms were awarded $2.1 BILLION in prime contracts from the Department of Defense
Subcabinet Highlights: Infrastructure • Water Summit – Success in securing cooperation to sustain needed development in APG region • Baltimore City • Harford County • Baltimore County • Cecil County • And several municipalities • MDE conducting water/sewer capacity studies and ensuring capital projects are on time and budget. BRAC area projects total $343M.
Subcabinet Highlights: Infrastructure • Launched BRAC Match Program - will enable eligible BRAC homebuyers to receive $2,500 in down-payment and/or closing cost assistance • $100 million in mortgage loans through the Maryland Mortgage Program to homebuyers in the 10 counties that will be most impacted by the U.S. Military’s Base Realignment and Closure (BRAC) activities • MacArthur Foundation Award - $4.5 million to preserve approximately 9,000 rental housing units over 10 years in BRAC impacted areas
Subcabinet Highlights: InfrastructureTransportation MDOT’s High-Low Strategy • Tiered approach to triage priority multi-modal transportation projects. • Approximately $100M programmed for short-term improvements at Fort George G. Meade, Aberdeen Proving Ground, Joint Base Andrews and Bethesda National Naval Medical Center (funding for Design, Right of Way and some Construction costs). • Signed Transportation Demand Management MOUs with Ft. Meade and APG to reduce road congestion and increase alternate means of commuting (mass transit, shuttles, van pools, telework, etc.) • Expanded the Guaranteed Ride Home program ($200k) to include the Baltimore region (supports Ft. Meade and APG) • Defense Access Roads Program – success at NNMC! Moving forward at APG and Ft. Meade.
Subcabinet Highlights: InfrastructureBRAC Community Enhancement Act (The National Governors Association has identified Maryland's BRAC Zone program as a Best Practice: http://www.nga.org/Files/pdf/0906MISSIONGROWTH.PDF ) 5 properties eligible for BRAC zone payments in FY’11 with a combined total of $350,558.
