Eye • M.S.W. – 103 mph • 4.4 Million people effected in Tri-County • $$Billions in Damages Effect to Area • Power loss • Communications • Curfews • Potable water • All businesses closed for 1 week min. • All traffic signals lost or damaged • Widespread debris

  6. Wilma Preparedness Road Rangers • Ten (10) Placed at Multiple Facilities • Meal Provisions • Generator at Base • Sleeping Bags at TMC Numerous Inter-Agency Coordination Meetings • Possible Contra Flow on I-75 • SEFRTOC SOGs - 6 Agencies • Determined Road Ranger Schedule

  7. During the Storm Road Rangers • Safe Conditions Provided • Close to Dispatchers • Available for Immediate Return SMART SunGuide TMC • Operations and IT Staff Remained at Facility • All In-House Systems Functioned • Building Lost Power, but Remained Online • Nextel Phone Service Intermittent

As the Storm Cleared Road Rangers • Surveyed Road and Cleared Debris with FHP and FDOT • Resumed normal operating levels during daytime hours only • 8 remained operational until 3 a.m. with FHP officer to accompany on site for safety • 10 placed at FHP locations at night Communication Difficulties • Highland Wireless Broward System -- Completely offline • Nextel Service -- Rarely worked • Backup Highland Wireless Miami System -- Used, but provided poor coverage • FDOT D6 95 Bravo system -- Limited to vehicle-to-vehicle operations only.

  9. As the Storm Cleared (Cont.) SMART SunGuide TMC • Unable to communicate with Field Devices • Phone, Fax, and Internet unavailable • Majority of in-house systems powered down to conserve battery life • Fuel availability was major concern • Severe Incident Response Vehicle (SIRV) resumed duties at 2 p.m. post-storm • Field inspections began for damage assessment • TMC closed at 6 p.m. due to curfew

  11. Critical Systems / Sites Ten (10) Critical DMS sites selected Eight (8) Sites required generator hook up Additional sites sharing DMS and CCTV also chosen for generators

  12. How’d we do it??? TOTAL TEAM EFFORT! • Whatever it took in a controlled environment • D4 Maintenance opened fuel pumps • H-contracts to get necessary hardware and services for recovery • Interdepartmental Contracts HAVE A PLAN – STICK TO IT!!!

  14. Dedication Management’s Commitment to Staff Operations and IT Staff on duty throughout Road Rangers • 10 on duty during Storm • Full Staff all weekend prior and shortly after storm

The Days which Followed SMART SunGuide TMC • Fuel commitments obtained for TMC generator • Telephone, fax, and internet restored • Nextel gradually improved • Highland Wireless placed equipment on Broward Sheriff’s Office (BSO) tower. • 24 hour operations (with 12-hr. shifts) • Bought Cingular phone to communicate with FHP

Road Rangers • Trucks dispatched from TMC • Trucks operating at night with FHP escort for safety ITS Maintenance • Full inspections of ITS devices began • Connected temporary generator power to DMSs • Generators placed on catwalks for security • Generators refueled approx. every twelve (12) hours

Accomplishments • Minimal damage to ITS Infrastructure • Critical DMS Sites displaying messages • Securing Fuel for TMC, Road Rangers, DOT Vehicles, and generators • Partnering with BSO enabled Highland Wireless to add equipment • Coordination with TMC collocated partner – Broward County Traffic Engineering Div.

  19. Return on Investment Buried Fiber & Sturdiness of ITS Infrastructure • Focus became return to service, not renovation of infrastructure Fiber Connection to D6 • Connectivity between D4 Buildings TIM Participation led to better Agency partnering • Road Rangers, FHP, BSO

Lessons Learned NOT IF, BUT WHEN… Owning, Maintaining, and Operating own systems affords option for reliability or redundancy Effects on motorists • RRs less available • DMS unavailable to display critical messages “Always Available” Utilities are taken for granted TMC was not a “Priority” for FPL Expectations from Others

  21. Lessons Learned (Cont.) FUEL • Dangers of Road Rangers carrying fuel • 1000 gallons of diesel fuel daily to operate TMC generator • Size UPS large enough PREPLAN! Emergency conditions causes price escalations, which seem to all relate back to fuel costs.
