Florida’s Space Industry • A $4.5 Billion statewide enterprise • 184 companies in 26 counties • Commercial, NASA, Military, International and Academic Programs • NASA Partnership at Kennedy Space Center, Pensacola NAS, and most Florida Universities • DoD Partnership at CCAFS, Eglin AFB, Camp Blanding, Homestead ARB
What is the Spaceport Authority? • A subdivision of Florida’s government • Statewide responsibility for space industry expansion and diversification • Working in partnership with Florida’s Office of Tourism, Trade and Economic Development (OTTED) • Also partner with Enterprise Florida, local EDC’s and academia • Similar to an airport or seaport authority • Empowered by law to provide all services, facilities and hardware necessary for the operation of a spaceport • Integrating space transportation into Florida’s multi-modal transportation planning system
The Florida Space Authority’s Goals • Expand and diversify Florida’s statewide space industry • Attract new commercial and government programs • Exploit International Space Station-oriented economic and academic development opportunities • Increase statewide space research and education involvement • Increase the competitiveness and capacity of the Cape Canaveral Spaceport • Evolve toward airport-like management and operations • Recruit next-generation space transportation programs • Support planning, financing and development of spaceport infrastructure
Florida’s Commitment • Expanding Florida’s space industry is a priority • Governor Jeb Bush is engaged and very supportive • Lt. Governor Frank Brogan • Designated lead for space issues • Recently named Chairman of SFA Board • Growth in other space industry segments • State organizations are working together • Partnering with industry and federal agencies • Leveraging existing assets and strengths to create new opportunities
Partners in Innovation • USAF 45th Space Wing -- Responsible for operating Cape Canaveral Air Force Station and the Eastern Range • NASA Kennedy Space Center -- Responsible for NASA launch and payload support operations for the Space Shuttle, International Space Station, and expendable rockets • Spaceport Florida Authority -- State agency responsible for space-related economic development • Florida Commercial Space Financing Corporation -- Created in Florida law as a clearinghouse for innovative financing for space industry projects • Enterprise Florida, Inc -- State-sponsored economic development organization with staff devoted to space industry development • Florida Space Institute -- Multi-member institute hosted by University of Central Florida, designed to expand academic involvement in space research and education, primarily through direct interaction at the spaceport • Florida Space Research Institute -- Independent agency, established in law, responsible for multi-university space activities
Florida’s Space Activities • Products and Services • Manufacturing of components: satellite components on west and east coast; rocket engines in south Florida • Remote sensing, consumer products, telecommunications • Space Transportation • Launching of vehicles, transporting and processing of vehicles and payloads • Commercial, NASA/Civil, military/DoD, intelligence • Research and Education • Develop programs for technical and advanced skills to maintain and improve the workforce • Seek to develop areas of space research strengths that will foster opportunities for universities and foundations for commercial development
The Role of State Space Authorities • Statewide Economic Development • Multi-Agency Partnership • Multi-State Partnership • Research & Development • Educational Support • Nurture Emerging States • Common Goals Benefit Space Industry as Pillar of National Strength • Bottom Line: States can have a Space Authority without a launch site
Florida’s Space Transportation Strategy • Refine Florida’s Spacelift Transportation Master Plan • Adopt lessons from other transportation systems to increase throughput – integrating spaceport development and planning • Build on inter-governmental cooperation and facilitate industry participation in modernization of CCS • Vigorously advocate federal policies that improve facilities and operations for commercial space transportation • Recruit domestic and international launch vehicles to the Cape Canaveral Spaceport – become international spaceport
