STATUS IN MOPANI DM Implementation not yet started Term contracts expired in August & extended for a period of 3 months New term contract appointments to be finalised in October 2013 A tender for a consultant who will assist with the BOQ advertised and is at evaluation stage. Notice to withhold funds issued
STATUS IN VHEMBE DM Implementation started Two consultants appointed for verification of scope of work & monitoring performance DM experienced labour unrest & this affects verification of scope of work
STATUS IN SEKHUKHUNE DM Implementation started Appointed 7 term contractors
STATUS IN CAPRICORN DM Implementation started Have an intention of utilising DWA term contractors
CONCLUSION & ACTION PLAN Bi lateral meetings are held with DMs to track progress, discuss challenges & to map a way-forward To request a special transfer date for Mopani & Vhembe
B: Key Challenges • MWIG • non-reporting by District Municipalities • slow implementation caused by the delay in the appointment of term contractors.
B: Key Challenges (RBIG & ACIP) • Discovery of hard-rock on pipeline and WTW projects resulting in delays and escalations in project costs • Complicated implementation models i.e. appointments of four contractors on one project e.g. one for excavating, one for preparing of bedding, one for laying pipes, & one for back-filling • Interference by politicians in appointments of incompetent contractors • Delays in the payment of contractors resulting in stoppage of work • ACIP projects implemented by Municipalities are not performing • Interference by politicians in appointments of incompetent contractors • Duplication of payment certificates by WSAs i.e. Sekhukhune DM • DWA Finance (HO) taking too long to give proper direction as to how DWA Construction should be re-imbursed for work done i.e. Moutse BWS (already R27 million incurred but could not be paid)

B: Key Challenges • Slow projects implementation progress [All WSA’s] • Delay in submitting proof of payments (Physical progress and financial progress do not match) [All WSA’s]
C: Project to be “Fast Track” RBIG • Moutse BWS: current estimated completion: March 2015 – (total project cost: R626 million) • SinthumuleKutama BWS (Valdezia to Mowkop bulk pipeline) : current estimated completion: June 2015 - (total project cost: R523 million) • Giyani BWS (drought relief): current estimated completion: August 2014 (total project cost: R254 million)
D: Projects to be Launched • Mahlakwena Water Supply (ACIP) will be completed by end of November 2013, but water will not be available pending the finalisation of agreement between Sekhukhune DM and Lebalelo Water User Association. • Middle Letaba Water Supply ACIP)(Muyexe Water Crisis Intervention) will be completed by end of November 2013 pending electrification of boreholes by ESKOM (meeting to be arranged with ESKOM by next week (04-8 Nov 2013)) • Mogalakwena Bulk Water Supply (project 5 - construction of a 10,070km, 1000mm diameter steel pipeline from Piet se Kop Reservoir to Tshamahanzi. To be completed by December 2013
