  2. Classification of Level crossings (as per C.S. No.100 of IRPWM of Dated 21.06.2006) • ‘Special’ Class - TVU greater than 50,000 • ‘A’ class - TVU between 50,000 & 30,000 or Line Capacity Utilization 80% (on single line) and number of road vehicles greater than 1000.

  3. Classification of Level crossings (as per C.S. No.100 of IRPWM of Dated 21.06.2006) • ‘B’ class - TVU between 30,000 to 20,000 and number of road vehicles greater than 750 ‘B’ Class is further subdivided as following : • ‘B-1’ class - TVUs between 30,000 to 25,000 • ‘B-2’ class - TVUs between 25,000 to 20,000 • ‘C’ class - All other level crossings for road users not covered in above classes. • ‘D’ class - for cattle crossings.

  4. Classification of Roads • Class 1 - (i) National Highways, (ii) State Highways, (iii) Important roads within municipal towns, and (iv) Roads in and around towns where road and rail traffic is heavy. • Class 2 - (i) Major and other District roads, (ii) Unimportant roads within municipal towns, (iii) Roads within non-Municipal towns including those within shunting limits of Railway stations, and (iv) Other surfaced roads.

  5. Classification of roads • Class 3 - (i) Earth roads, and (ii) Cart tracks. • Class 4 - Cattle crossings and foot-path.

  9. List of Equipment at LC (manned) • Appointment of gate keeper & medical category • Periodical Medical Examination

  10. Census of LC (ACS No.144) • Periodical census of all LC`s (Manned/Unmanned) – - Once in 3 years • LC`s Census taken for one week (7 days) to work out TVU per day (train units x vehicle units). • Train, motor vehicles, bullock carts & tongas considered as – (01) one unit • Cycle/Auto rickshaws considered as – (0.5) half unit. • Motorised two wheelers being considered as –(0.25) quarter unit.

  11. Manning of Unmanned LC (CS No.128 dated 05.03.12) • Based on traffic density and visibility etc, U/M LCs have been categorized in three cat. for manning.

  12. Elimination of the LC(CS No.128 dt. 05.03.12) • A detail survey of existing manned & U/M LCs should be done with a view to eliminate them by – • Construction of sub way with adequate drainage arrangement. • Construction of road along railway boundary to divert the road traffic to nearest LC / bridge. • Closer of low TVU gates. • Construction of ROB / RUB as per para 925.

  13. Changing of Normal position of Gate from “Closed to Road Traffic to “Open to Road Traffic” of a non Interlocked Gate. • TVU >20,000 (As an interim measure till interlocking or elimination of LC, Normal position can be changed from “Closed to Road Traffic to “Open to Road Traffic” ) OR • If manned LC is situated on a section where average number of trains during 24hrs period is very less (say upto 14) Note: Decision taking authority is DRM with the approval of PCE and COM after fulfilling certain conditions

  14. Duties of gate keepers ( Para-913) • Alertness • Position during passage of trains • Action in emergency • Parting of train • Cleaning of channel for the for the flange of the wheel • Road surface

  15. Contd. … • Use of spare chains and STOP disc • Action when gate signals are defective • Tress passing

  16. Maintenance of LC (Para - 914) • By SSE(P-Way); • Schedule for O.H. • Items to be attended during O.H. • Manuscript register of O.H. • Fixing of check rail after O.H. or Machine packing

  17. SSE is responsible for proper upkeep of whistle & stop boards. • Equipments,knowledge of gate keeper in safety rules should be checked by SSE, once in a month. He should not only educate but also conduct practical demo for protection during emergency. • Surprise checks carried out to ensure presence & alertness of GK

  19. Level crossing indicators (Para- 916) • Whistle indicator; • Distance of W/L indicator as per letter no 2003/CE-I/LX/59 Dt 6/03 • “STOP” boards • Visibility requirements for U/M LC • Rumble stripes/speed breakers

  20. Track structure in LC ( Para- 921) • Use of wooden sleepers • Use of bearing plates • Each rail seat- four spikes • Use concrete sleepers for LC as far as possible. • Position of F.Plated joints in case of Free rail and SWR track • LC in LWR track

Manning of U/M LCs (As per ACS No 100) • Criteria for manning • No manning done if motor vehicles do not ply regularly • Manning of category-3 considered once manning of first two categories is over. • If any U/M L.C is involved in more than 3 accident in 3 year, it should be manned immediately irrespective of the category.

  22. Contd. … • All proposals for manning shall be processed in consultation with CSO of Rly. • Train route wise priority to be followed for manning. ‘A’ followed by ‘B’ ‘C’ ‘D’ • Rlys. May de-man existing gate if TVU level falls below 80% of value of revised criteria, as discussed above(taking prior approval of CRS)

  23. Manning of the U/M Level Crossings through Member of parliament Local Area Development Scheme • The fund for capital cost will be provided by MP from MPLADS fund. • Recurring and maintenance cost will be born by the Rly.

  24. Contd. … • U/M Level Crossings equal to number of LC manned through MPLADS, will be converted in to manned Level Crossings at Rlys cost in consultation with MP • DRM will liaison with District Authorities and MP in selecting the LC for manning

  25. Elimination of Level Crossing by construction of “Limited Use Sub way”(Rly Bd. No.2006/CE-I/Misc-2 (RUBs) dt 01.11.06) • “Limited Use Sub ways” Can be provided where traffic consist of light vehicles two wheeler etc. • For single line track and 2 lanes roadway • Economical (35 to 45 lakhs)

  26. Contd. … • Railways may identify such U/m and Manned LCs on following considerations • 1.Safety Consideration • 2.Reduction in LC numbers • 3.Site feasibility • 4.TVU

  27. Contd. … • Internal dimensions :- • Height = 3.60 m • Road way width = 4.00 m • (In no case internal height be less than 2.50 m) • Height barrier to be provided at the approaches

  28. Level Crossings on NH,SH and other important roads (Para-923) • No new Level crossing to be provided and only grade separators to be agreed to be provided. • In case of other important road Level crossing can also be considered. • Board’s prior approval will be required for any relaxation.

  29. Criteria for replacement of existing LCs with ROB/RUB (Para- 925) • Census should be One lakh per day for replacement with ROB/RUB on cost sharing basis. Relaxation can be given – • Suburban section having high frequency of train. • Near station where detention to road traffic is very high.

  30. Contd. … • Preference should be route wise. • In any case, minimum number of times the LC required to be closed against road traffic should at least be 12 times per day. • Priority should generally be decided by state Government giving preference to Level Crossings on National Hoghways

  31. Specifications of level crossings • Minimum width of gates at right angles to center line of road; Class 1 road—9m or X +2.5m whichever is more Class 2 road---7.5m or X+2m whichever is more Class 3 road---5.0m or X+1.25m whichever is more class 4 road---suitable width subject to 2.0m being minimum ( X=carriageway width )

  32. Minimum length of check rail(square x-ing) All classes– 2.0m more than width of gate. In case of skew x-ing X= L / Sin A where X= required length, L=min. length measured at right angles to center line of road, A=angle between center line of road & rly.

Minimum distance of gate post from center line of track----BG 3.0 m, MG 2.5 m • Minimum distance of gate lodge from; • a) Center line of nearest track—6 m(all classes) • b) Edge of road metalling---6 m(all classes) Fencing on lines---for all classes, minimum length of 15 m from each gate post parallel to track

  34. Minimum number of gate keepers • Spl class--3, • A & B class--2, • C class--2 if fully manned 1 if partially manned, • D class-- 2 if fully manned 1 if partially manned • (G.K. will not be provided at ‘C’ & ‘D’ Class L.C. where gates/chains are not provided)

Level length & gradient • Between gates—Level( for all classes) • Outside gates----class 1– level up to 15 m beyond & not steeper than 1 in 40 beyond, class 2– level up to 8 m beyond & not steeper than 1 in 30 beyond • Class 3---level up to 8 m beyond & not steeper than 1 in 20 beyond. • class 4---not steeper than 1 in 15 beyond

  36. Minimum radius of center line of road on curved approaches • In case of LC`s situated on N/H & S/H; Plain or rolling country---250 M Hilly country---90 M • Minimum & desirable straight length of road outside the gate; Desirable –class 1-30 m, class 2 -22.5m class 3-15 m Minimum—class 1-15 m, class 2- 9 m class 3-4.5 m

  37. Minimum sight distance of LC gate from road in the vicinity of LC • Plain or rolling country-- class 1—120 m, class 2---60 to 90 m class 3---40 m • Hilly country--- class 1---60 m, class 2---40 to 50 m class 3---30 m
