  3. Florida Public Law 493 • CBJTC was deeded to the state of Florida by the federal government • Only if CBJTC discontinues military training will the land ever revert to federal ownership • Thus, CBJTC is considered state land. • All sales of natural resources are retained by CBJTC

  4. Gopher Tortoise in Florida • Listed as a threatened species • As a state agency, CBJTC is required to abide by Florida Fish and Wildlife Conservation Commission (FWC) permitting guidelines • Instances where the military mission is impacted by adhering to these regulations

  5. Categorical Exclusion • Agreement with FWC that establishes some permitting parameters specific to CBJTC • Allows exemptions to the FWC gopher tortoise permitting requirements in some instances • Gives CBJTC flexibility where installation activities do not adversely affect the available habitat for tortoises • Projects not expected to have a negative impact to habitat • Activities where the area will return to habitat upon completion

  11. Candidate Conservation Agreement with Assurances • State agency – can enter into CCAA • Habitat based • Federal and state species

  12. How Will it Work? • Continue managing the habitats appropriately • Monitor certain species or habitat parameters that indicate appropriate habitat management

  13. Excluded Areas • Cantonment Area • Impact Area

  14. How CATEX and CCAAWill Be Related • CATEX will be an appendix to CCAA • Will include the associated permit from FWC for authorized actions
