IBERDROLA DISTRIBUTION SPAIN Area of 190.000 km² population of 16,7 million, 18.470 kilometres of high-voltage lines 207.540 kilometres of medium and low-voltage, 869 primary substations and 81.605 secondary substations.
SUBSTATION AUTOMATION SYSTEM • Iberdrola has been using SAS (SIPCO) since year 1996. • More than 400 SIPCO installations and 4.000 units in service. • Benefits • Cost reduction • Standardization • Turn Key for MV switchgear. • Very good operational experience.
SIPCO LIMITATIONS • Design • Limited number of manufactures can provide full system performance. • Engineering tools to be improved.
SIPCO LIMITATIONS • Issues related to maintenance • Roles and Responsibilities, as different functions are integrated in the same equipment. • Dependence on the manufacturers for assistance when a unit fails or to implement minor changes. • Version control of configurations is a critical issue. • New staff skills and training are required.

TESTING • FAT only over typical positions. • All wired signals, control logics, trips, and alarms are tested. • Reports and gooses are tested. • After FAT all the final CIDs are obtained.
61850 NEXT STEPS • Common specification of 61850 SAS for all utilities in Spain ( 2009). • Development of Engineering, testing and Maintenance tools. • Substation standardization Project. • General application of 61850 at Iberdrola Distribution after 1st January 2011.
