Technical Release Representative (TRR) Program • Distributed procurement authority to TRRs in programs through use of UniCards and Releases against blanket agreements • FY 11 – 136 TRRs • UniCard • Placed 63,568 UniCard orders for a total of $88M • Releases • Placed 3,361 releases for a total of $136M

Best Practice – TRR Program Oversight • Training Requirements • Initial Training • 40 hours classroom plus homework and web based tests • Annual Recertification • 2 hours on line training class • Mandatory Quarterly TRR Meetings • Discuss Changes in Policy, Results of Self Assessment Reviews • TRR Policy Manual and Desk guide • Living Documents

Best Practice – TRR Program Oversight • Self Assessment Reviews Performed by Policy & Pricing Division • Independent of TRR Program Office • Three types of Reviews • Weekly – Using data mining software • Quarterly – Randomly selected and scored by risk level • Ad Hoc – As requested for any reason • Findings reported to TRR Program Manager • Program Manager issues corrective action to TRR
