Input from the European Parliament • ENVI Committee meeting on 29 May 2013 • Well received the general conclusions • Demanded improved quality, and higher pace in the implementation of restrictions and authorizations • Recognized concerns for SMEs and demanded concrete actions • EP Intergroup on climate change, biodiversity and sustainable developmentmeeting on 4 June 2013 • chaired by MEP Pavel Poc • Speakers from COM, Industry and NGO stakeholders • Numerous voices asked for COM activities to promote REACH internationally (world-wide REACH) 3

Position Papers - Industry • Mentioned numerous activities aiming at improving the quality of dossiers (sharing best practices, implementation workshops, CEFIC guidance) • Mentions that significant void has been filled since 2010 by clearer definitions of strictly controlled conditions, nanomaterials, and acceptable use of read accross. • Asks for positive feedback from ECHA to signal good practice • Asks for protection of single market against national measures • Asks for more coherence with sector specific legislation (RoHS2, Waste, EID, etc.) 6

Position Papers – voice of SME • Asks for careful ex-ante assessment and ex-post monitoring of economic impacts of REACH on SMEs. • Asks for no „regulatory experiments“, legal changes must be reduced to an absolute minimum until 2020. • Asks for a European strategy to support and inform SMEs with sufficient resources for its implementation. • Asks for SIEF arbitrage system • Asks for ECHA focus on SMEs – resources and communication (website, guidance) • Asks for a revision of annexes with most burdensome obligation after the final registration deadline 8

Commission Actions • Meeting general objectives • Promote REACH internationally in bilateral talks. • Study to analyze feasible approximation tools at international level • Review of registration requirements for 1-10 tonnes – CfT launched • Minimazing overlaps by dialogue with other services – workshop on 8 November. • Registration Costs and SMEs • Fee Regulation • Workshop on 10-11 Dec • Art.117 report templates will be updated to cover also SME support actions • CfT to further monitor impacts on competitiveness, innovation and SMEs launched. • Dossier Quality • Study for identification of sameness • Nanomaterials IA ongoing • Supply chain communication • EEN used to raise awareness among DU • Infringement procedures have been launched for 6 MS. • Use of Animals • Activerole of COM – in particular of JRC • Research framework (Horizon 2020, National, JRC) 9

Commission Actions • RMO: • Study to develop analytical tools to facilitate dossier development by MS • COM will use 'common understanding papers' to improve interfaces with sector specific legislations. • SVHC Roadmap on schedule to be adopted • In collaboration with SANCO, substances to be restricted under art. 69(1) will be identified and prioritized. • COM commissioned a study on the implementation of art. 68(2) for CMRs in consumer articles. • Enforcement • The Commission has launched an external study to develop enforcement indicators • FORUM has been engaged to increase cooperation with customs authorities. 10

  11. Follow-up Reporting COM to distribute reporting template based on Review Recommendadions in December addressed to MS, ECHA and industry. Contributions will be gathered to come forward with an overview report (in the form of a CARACAL paper). 11
