Lifecycle Management Work Group Work Group Lead: Wendy Blake-Coleman (EPA) Recent Activities: • Completed Draft Products (April 2008) • Lexicon of common geospatial terms • Crosswalk of FEA BRM and OMB budget functions against A-16 themes • Crosswalk of A-16 themes, GOS communities, FGDC work groups and subcommittees • Criteria for designating A-16 themes • Definition of data theme • Definition of theme lead and data steward responsibilities • Diagram for the process of considering a topic as a potential theme Key Milestones: • FDGC approved lexicon of geospatial terminology (May 31, 2008) • Proposal for government-wide management of data lifecycle for most significant data sets (September 30, 2009) • Develop theme leads and data stewards, repeatable process for modifying A-16 appendices, and recommendations for specific A-16 changes (September 30, 2009)

Performance Management Work Group Work Group Lead: John Mahoney (DOI-USGS) Recent Activities: • Transition of FGDC Task Force to Coordination Group (January 15, 2008) • Completed Geo LoB Strategic Plan per OMB Passback (March 14, 2008) • Completed Final LoB Performance Management Plan (March 31, 2008) Key Milestones: • Review and revise FGDC operations groups and procedures (September 30, 2008) • Review & recommend revisions to the existing FGDC Coordination Group and FGDC Steering Committee Charters (June 2008) • With Lifecycle Management Workgroup, coordinate with agency theme leads on draft LoB definitions of theme lead responsibilities and A-16 revisions. (June 2008) • With Lifecycle Management Workgroup (and OMB concurrence) implement proposed changes to A-16 Appendix on data themes (March 31, 2009)

Grants & Contracts Work Group • Workgroup Lead: Lew Sanford (DOJ) • Recent Activities: • Coordination meetings with OMB/OIRA and partner agencies to coordinate grants guidance development process (March/April 2008) • Developed draft roles & responsibilities document/flowchart for geospatial grants guidance process (March/April 2008) Key Milestones: • Development of model geospatial grants guidance language (September 31, 2008) • Development of voluntary agency-specific contract language models (September 31, 2008) • Approved timeline for changes to FAR/DFAR or addition to contracts (December 31, 2008) 5 5

Technical Architecture Work Group Workgroup Lead: Doug Nebert (FGDC) Recent Activities: • Distributed draft FEA Geospatial Profile (Version 2.0) for agency review (April 2008) Key Milestones: • Publication of FEA Geospatial Profile, Version 2.0 (August 1, 2008) • Investigate and document operational demands and requirements of geospatial Web services and related content standards and formats as “Best Practices” for federal operators or contractors (June 1, 2009)

Common Services Work Group Report Workgroup Lead: Matt Leopard (EPA) Team Members: Chris Barnard (DHS), Steven Bell (GSA), Wendy Blake-Coleman (EPA), Chris Carlson (USGS), Bonnie Gallahan (DOI-FGDC), Christopher Kemp (NASA), Tony LaVoi (NOAA ), Mark Negri (USGS), Ken Pathak (DOD-ACE), Tim Richards (EPA), Lew Sanford, Jr. (DOJ), David Morehouse (DOE), Jon Sperling (HUD), Dan Cole (Smithsonian), Joshua Kriger (GT), Jeremy Brown (GT) Major Tasks: • Task 4: Expand smart-buy (and alternatives) efforts for geospatial data and technologies • Task 8: Implement MOUs/SLAs/ELAs for common geospatial services Vision: • Ensure that every agency has the same access to a federal–wide portfolio of the best geospatial tools, data, software, and services through well-negotiated contracts and common interagency agreements in order to maximum time and cost savings across all participating government entities

Common Services ELA Status Update Activities Accomplished to Date: • Analyzed past ELA data call information • Conducted workshops to plan SmartBUY expansion approach • Gained GSA SmartBuy support for selected list of Tier 1 and 2 vendors • Began collecting licensing requirements from the 34 agency participants Activities Planned: • Quantify agency SmartBuy/ELA requirements, constraints, and interests • Hold ELA Workshop to validate ELA requirements with Federal Agencies • Complete ELA Negotiation Strategy • Work with GSA to set up vendor days in June/July timeframe and award contracts tentatively slotted for September Key Milestones: • Completion of ELA scope requirements and Acquisition Plan (January 31, 2008) • Selection of ELAs to pursue (April 30, 2008) • Completion of ELA Negotiation Strategy (June 30, 2008)

Geospatial Software Application Repository Background Concept: • A lightweight and useful place to post geospatial software solutions that have minimal bureaucratic overhead, adequate security/protection against bad intentions, and is open to legitimate postings of all types from all persons. Objective • Support Sharing the best solutions across Federal (and all) Users • Increase Federal cross agency collaboration • Reduce Federal geospatial related spending Structure: • A moderated blog with wiki-like commenting functionality Potential Software Categories • Text and attribute Geocoding tools • Metadata management tools • Geo viewer/browsers • Web Services for Geospatial data (includes WMS/WFS/WCS and imagery)

Geospatial Software Application Repository Status Update Activities Accomplished to Date: • Developed concept including key features and hosting approach • Drafted software application nomination web-enabled form • Outlined software application specifications document • Begun developing high-level governance processes Near-Term Activities Planned: • Refine repository scope and objectives • Refine high-level governance processes repository • Prototype repository • Complete software application specifications • Identify and solicit potential applications to nominate for inclusion in repository Key Milestones: • Hold repository workshop to refine requirements (May 21, 2008) • Complete Repository Requirements Specifications (July 31, 2008) • Fully deploy repository (September 30, 2008)

How can YOU help? • Help bring your agency contact into this- (to date, only TVA, Army Corp of Engineers, Treasury and IRS, Smithsonian, DOE, DoD have responded) • Send representatives who can validate agency ELA requirements to the May 21st workshop • Suggest subject matter experts as super users for the Geospatial Software Solutions Repository And Be Excited! We are going to implement the largest portfolio of SmartBuys in history! We are going to share tools, software and data in ways we’ve never done before!
