‘Modern Conservation’ Over the next half hour … • What do we mean by modern conservation? • The Heritage Cycle • Conservation Principles • Constructive Conservation
What does it mean? How is ‘conservation’ defined these days? Conservation: The process of maintaining and managing change to a heritage asset in a way that sustains and, where appropriate, enhances its significance. By what means is it achieved?
Conservation Principles http://www.english-heritage.org.uk/professional/advice/conservation-principles/ConservationPrinciples/ 'Conservation Principles, Policies and Guidance' sets out six high-level principles: • the historic environment is a shared resource • everyone should be able to participate in sustaining the historic environment • understanding the significance of places is vital • significant places should be managed to sustain their values • decisions about change must be reasonable, transparent and consistent • documenting and learning from decisions is essential
Conservation Principles http://www.english-heritage.org.uk/professional/advice/conservation-principles/ConservationPrinciples/ What most people mean when they refer to Conservation Principles is the ‘values-based approach’ to assessing significance Set out in paragraphs 35-60
Conservation Principles http://www.english-heritage.org.uk/professional/advice/conservation-principles/ConservationPrinciples/ We use four types of value to set out as transparently as we can how and why something matters:
Evidential value… …how it matters for future research
Historical value… …how it helps to tell our national story
Aesthetic value… …how people respond emotionally
Communal value …how it brings people together
Conservation Principles Evidential value + Historical value + Aesthetic value + Communal value Significance is the sum of all the heritage values Government policy (NPPF): … conserve heritage assets in a manner appropriate to their significance, so that they can be enjoyed for their contribution to the quality of life of this and future generations;
‘Constructive Conservation is the broad term adopted by EH for a positive and collaborative approach to conservation that focuses on actively managing change. • The aim is to recognise and reinforce the historic significance of places while accommodating the changes necessary to ensure their continued use and enjoyment.’ • Respect for an owner’s entitlement to want change • Understanding of what the desired change aims to achieve
