SCIENTIFIC RELATIONS SECTOR Since its inception upon the Presidential Decree No. 2405 of September 1971, the Academy of Scientific Research & Technology, as being the national body responsible for science and technology, played a tangible role, and important influence not only in Egypt, but in all over the Arab-World. The scientific and technological cooperation, implemented and followed up by the Sector, is a key ingredient in the national activities of science and technology; due to several reasons including:
Science and its activities have a global nature. It is not hindered by any borders. The scientific community in any country is an integral part with the international scientific community in all its dimensions and components. • There are global problems that always summon all the states and societies to cooperate in order to overcome them. Such problems include meteorological forecasting, astronomy, environmental issues, the exploitation of seas, oceans and space, drought and desertification, and endemic diseases. • The developed industrial countries account for more than 90% of the activities and achievements of science and technology at the global level. The cooperation with developing countries or with each other is imperative to offer assistance on bilateral or international level. • The financial costs of scientific and technological research in advanced and new areas are expensive and above the capacity of any single country regardless of the degree of richness. Hence, regional and international work is necessary in these areas. • Foreign technology flows do not only have a direct or strong impact on the growth of the local scientific and technological capabilities, but also affect the overall patterns of development there. • It is crucial to pursue, participate, and optimally use the external financial resources allocated for scientific and technological cooperation.
SCIENTIFIC RELATIONS SECTOR Vision • Support and expand the areas of scientific cooperation with specialized international bodies and foreign countries, and the implementation of joint projects, and relevant studies, that primarily aim at the development of the Egyptian society and its welfare in all fields. • Implementing joint projects with the United Nations specialized agencies and international Bodies along with the preparation and implementation of scientific and technological agreements between ASRT and the counterpart academies and foreign institutions, capacity building through delegating doctoral and postdoctoral researchers, participating in training courses, international conferences, workshops, seminars and meetings. Scientific Agreements Directorate The ASRT – through the Scientific Agreements Directorate – concludes a number of scientific agreements with some countries as represented by one or more of its institutions for scientific research and technology development of equal status to the ASRT.
These agreements provide for: • Cooperation in the implementation of scientific research projects. • Exchange of scientific publications and periodicals. • Mutual invitation to conferences and other scientific meetings. • Identification of common fields of interest to promote joint research work and common activities to be performed. • Collaboration towards the establishment of new research institutes. • Improving scientific cooperation between the partner countries. • Stimulating involvement of young researchers and students. • Establishing new contacts for large collaborative projects in the future, such as the preparation of applications for International or national research funding agencies.

The Most Important and effective Agreements from my Point of View • As we mentioned before, we have more than 35 scietific agreements signed with internationally recognized institutions. • Due to time constraints, I cannot talk about all these agreements, and accordingly this presentation is so shorter than I would have liked. • In this concern, I would like to highlight, briefly, only to the most effective bilateral agreements as follows:
