  3. Reasons for Under-expenditure • Forensic Pathology • Delay in the allocation of the bid to build Bloemfontein Mortuary (R14m). Bid was allocated in January 2007, and contractors are on site. • Delay renovations of other Mortuaries by National Dept of National Public Works (R2,3m) • HIV and AIDS Grant • Services has been rendered (delays in accounts from NHLS and Delays in journals of services rendered by Hospitals).
