  2. Place numbers Applies over academic year Applicable to special schools, SEN units, resourced provision and FE colleges. Requirement to consult with schools forum Information to be submitted by the LA to the EFA by 17th October. EFA announcement, including DSG high needs block funding for 2015-16 financial year, should be by Christmas

  3. EFA process In previous years the EFA expected a return on ALL settings with place funding EFA have changed this for 2015-16. Assumption is that 2014-15 place numbers will apply in 2015-16 unless notified otherwise by a LA. Additional high needs DSG funding may only be allocated to authorities for exceptional cases (as defined by the EFA) Minimum 10% increase for those with greater than 50 places in 2015-16 academic year and minimum 5 place increase for those with up to 50 places in 2015-16 academic year

  4. LA process Examined current numbers in all SEN units and resourced provision Obtained information from all special schools on the number of pupils they have in their schools in September 2014. Examined information on post 16 numbers in each provider

SEN units and resourced provision The increases meeting the exceptional increase criteria are St James + 10 places (to 20). additional 10 places to work on the assessment and reintegration of primary pupils into regular schooling. East Hunsbury +5 places – correction to 14-15 place reduction Overall proposed SEN unit movement = 12 (15 places above less 3 (over 4 other units))

  6. Special schools The September 2014 numbers are largely in line with the projected numbers for each school reported at the last forum meeting. There are increased numbers in 8 of the 12 special schools 5 special schools meet the exceptional criteria (subject to final checking and any 6th form adjustments) – Fairfields +16, Greenfields +11, Northgate +18, The Gateway +6 and Kingsley +11. (total +62) Overall proposed special school movement = 76 (62 places above plus 14 between the 7 other schools)

  7. Post 16 Officers are looking at the October numbers for each institution and will reflect these in the return Also liaising with colleges including Tresham where the provision has changed at the Corby site

  8. Summary Still working on numbers so can submit by 17th October EFA deadline Increase of 88 has financial implications * £10k = additional £880k place funding in full year, and using say £10k average top up = +£880k, total £1.76 million. Only some (exceptional cases ) from the submission may be reflected in the high needs allocation (hopefully to be announced by the EFA in December) The latest information on proposed place number changes for the 15-16 academic year is shown in Appendix A
