Net Zero Ready vs Net Zero • Federal funds not available for total on-site photovoltaic power system needed to reach Net Zero • Took Marines’ approach: “improvise and overcome” • Designed/built to meet Net Zero if/when additional funds available to complete power system • Much more affordable to retrofit to Net Zero if originally designed as Net Zero Ready  Highly efficient building systems & exterior envelopes, using Whole Building approach XD Report

Fulfilling the Missions Consecutive projects, US Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, CA • Package 9, completed September, 2011 $129 Million Net Zero Ready, awaiting LEED Platinum certification  Original mandate LEED Silver. Team pursued LEED Gold without adding costs or renewable energy re DoD certification policy  At 85% completion, received $20M Energy Enhancement Project grant which funded solar panels XD Report

BEQ Package 9 continued • Team granted modifications to provide for design/construction of: PV solar power exterior lighting Advanced metering (including SCADA) Additional insulation for building roof systems Permeable paving • Completed on schedule despite mid-construction retrofitting XD Report

BEQ Package 9 continued • 464,000 SF solar project— 4 separate solar array structures 4,680 SunPower E19/318 solar panels, generating 2.1 megawatts/year Offsets 29% of total electrical load Saves $331,144/yr at current CA power rate • Project designed to be 57% more efficient than baseline code minimum comparable building  Besides cost savings, photovoltaic system provides shade in desert location 2 parking areas, amphitheater, recreation area XD Report

Mechanical Systems • Mechanical systems, both projects Designed with advanced metering capabilities tied to Base Energy Management Controls System (EMCS) through dedicated computerized Supervisory Control and Data Acquisition (SCADA) program BEQ complexes have preconditioned (heating and chilled water) outside air systems to temper airflows via a central air distribution system per floor Use of pressure-independent control valves to enhance efficiency of 4-pipe hydronic system and allow for whole-building design approach through seamless controls integration XD Report

Window interlock systems that shut off fan coil units when windows are opened . Perforated metal exterior sunshades with vertical fins to cut off low angle morning and afternoon solar heat gain . Native, drought-tolerant landscaping irrigated with subsurface drip irrigation to minimize evaporation . 100% of the landscape irrigation provided through graywater filtration system supplying non-potable water recovered from the buildings’ laundry facilities.
