Emancipation Proclamation • Because the Confederates used slaves to provide for Confed. Army, Lincoln could authorize Union army to free slaves • Jan 1, 1863 • E.P. issued • Freed slaves in the Confederate-controlled territory, NOT the U.S. • Allowed free blacks to enlist in the Army
Dealing With Dissent • Lincoln expanded presidential powers during wartime • Federal troops sent to Maryland to control disloyalty • Writ of habeas corpus suspended • Telegraph offices were under control of Fed. Gov’t
Conscription • Confederates started in 1862 • Men 18-35, (1864, 17-50) • Could hire subs to replace a person • Exempted owners of 20+ slaves • Union started in 1863 • Men 20-45 • 3 years • Could hire subs or pay $300 • Union: 92% were volunteers • Conf: 90% were volunteers
Draft Riots • NYC erupted in riots in July 13-16 • Poor white workers did not want to have to fight in the war • Rioters attacked well-dressed men and African Americans • 100 ppl died before federal troops ended riots
