OVERVIEW CENTCOM STCR Branch is a U.S. Forces Agency authorized to solicit and negotiate rates, offers and/or costs contained in tenders for Department of Defense (DoD) transport and related requirements within CENTCOM Area Of Responsibility (AOR). TENDER REQUEST FOR SOLICITATION CDDOC STCR BRANCH OTO-PJS-07-11-0000
STCR Tender Architecture by which cargo moves via commercial transportation throughout the CENTCOM Region.Negotiates terms, conventions and special agreements for transportation services.Ensures that best practices are adhered to.Ensures best value provided to U.S. DoD.
Functions/Services • Assists in the development of traffic management regulations, policies and procedures. • Provides technical assistance and analysis to Component Commands regarding commercial transportation. • Negotiates rates and terms of tendered services. • Prepares conventions & agreements for transportation.
One-Time-Only Tenders (OTO): Establish commercial highway transportation and accessorial services for one specific requirement. (Phase I & II) • Special Service Tenders (SST): Are for specific users. Establish commercial highway transportation for reoccurring requirements from and to specific locations. (Phase II & III) • General Tenders (GEN): Are for reoccurring missions within one country or between countries. Payment Process – Cont • If the Carrier/Agent financial agent is not directly on-line with Fedwire, the carrier/agent must provide: • Name • Address • Telegraphic abbreviation • 9-digit Routing Transit Number of the corresponding financial institution receiving the wire transfer payment
Quality Assurance CENTCOM STCR Branch strives to provide best value carriers for U.S Government transportation requirements. All tenders are required to meet, and adhere to all rules, polices, and regulations applicable to their transportation agreement .
Documents cargo loss, damage or pilferage. • Two Parts: • Request for Information (RFI) TDR • Claim TDR • Consignee submits RFI TDR within 7 calendar days of discovery. • Carrier investigates and provide results of investigation • Consignee submits Claim TDR within 30 calendar days of discovery. • CDDOC STCR Branch processes TDRs. Transportation Discrepancy Report (TDR)

Requirements: • Carrier is responsible for all customs documentation, processing and coordination. • Carrier is expected to understand the documentation and processing requirements for route. • Carrier shall endeavor to resolve problems and call CDDOC to advise the Customs Officer of all problems. Documentation: • Documentation shall be processed and approved by Afghanistan officials BEFORE the truck leaves the supplier’s loading dock. • Carrier is to retain a completed documentation package. • Carrier is to submit a copy of the completed documentation package to CDDOC. The package must include the following documents: • Muaffi Namma • T1 • Letter of Authorization • Customs clearance request • CBL • Invoice • Packing List STCR PROGRAM CUSTOMS REQUIREMENTS

Measures of Effectiveness & Reporting Requirements FOB Ingating Tender Awarded Carrier Delivery X Days X Days X Days X Days X Days X Days • Measure: Delivery, Dwell, and Transit Times • Reporting Requirements: • Specified in each Tender • Carriers required to report to the STCR “In-Transit Visibility Manager” when each distinct ‘stepping stone’ is achieved as applicable
Measures of Effectiveness & Reporting Requirements • Measure: Quality of Service • Reporting Requirements: • Origin via U.S. purchasing agency • Truck arrival time • Equipment and driver preparedness • Destination • Missing, tampered or broken seals (pilferage or attempted pilferage) • Transportation Discrepancy Report if/when pilferage discovered • Proof of Delivery: Payment made within14 days of proof of delivery. • Signed copy Commercial Bill of Lading (Destination) • Receiving report (Destination) • Invoice (Origin) • Carrier • For pilferage, investigate and report findings to Destination and STCR Program Manager.
