Manual: scope, objectives and target group Scope: • The Manual covers the approach and core processes of Action Plan and Project Management for CoE-supported operations in partner countries. Objectives: • Provide project managers with an agreed framework and instrument to enhance planning, implementation and follow-up of CoE-supported operations and projects in partner countries and make cooperation more effective. Target group: • CoE Secretariat (ODPROG and MAE) • CoE field office staff • Project managers in Ministries and partner institutions involved in Action Plan implementation
