Grant Objective Through participation in transitional employment programs that integrate: • education, • training and • subsidized employment services, helpparticipants gainwork readiness, life and technical skills needed tosuccessfully obtain and retain unsubsidized employment.   6. What is Transitional Employment? The Transitional Jobs Network defines transitional employment as: an employment strategy that seeks to overcome employment barriers and transition people with labor market barriers into work using wage-paid, short-term employment that combines real work, skill development and supportive services. Typically serves the hardest to employ; those facing multiple barriers to succeeding in work. • little or no work experience, • lack of a high school degree, • having a criminal record, • having a disability, • homelessness, to name a few. The advantages of transitional employment for participants is hands on application of job skills while accessing support services and earning wages.   7. Target Population The Transitional Employment initiative will support programs for Massachusetts residents who are either: 1) youth disconnected from school and work OR 2) chronically unemployed adults. All participants must be able to provide eligibility to work and Selective Service Registration documentation. Page 4 of the Transitional Employment Programs RFP.

  8. Eligible Applicants & Required Partners Lead Partner: • Community Based Organizations • Career Centers • Workforce Investment Boards Required Partners include: • Two or more employers in the targeted sector(s). • If not serving as the applicant, the local career center(s). • One or more organizations having expertise with the target population. • One or more organizations that provide work readiness and occupational skills training. • One or more organizations that provide basic educational skills training. Signed Memoranda of Agreement is required for all members of the partnership. Pages 5 and 6 of the Transitional Employment Programs RFP.

Outcomes & Ownership • Enrollment in training • Completing training program • Gaining a skill credential • Placed in subsidized employment as a result of training • Placed in unsubsidized employment • Retained a minimum of 90 days in unsubsidized employment Page 17 of the Transitional Employment Programs RFP.

  10. Contracts to begin no later than: March 15, 2011. Contracts will end no later than June 30, 2013. Anticipated Duration of Contract(s) • Page 4 of the Transitional Employment Programs RFP.

  11. Available Funds • $1.35 million total funds, with a maximum individual award of $200,000. • Administrative costs may not exceed 10%. Page 22 of the Transitional Employment Programs RFP.

  13. Match Contribution 30% Match requirement, may include: • Cash contributions. • Classrooms, equipment. • Materials/supplies. • Costs of staff from the lead or partner organization. (Not an exhaustive list) Page 3 and 20-22 of the Transitional Employment Programs RFP.
