WECC-0074 • Criterion addresses fill-in-the blank NERC Standards MOD-011 and MOD-013 • Stated purpose of Standards – “establish consistent data requirements, reporting procedures and system models to be used in the analysis of the interconnected transmission systems”.
WECC-0074 • Data for system models is required for steady-state and dynamic stability studies for WECC-wide system evaluation and operations support by the various WECC members. Study examples include seasonal OTC studies, WECC’s annual study program, WECC path rating studies and regional and local area studies.
WECC-0074 • The Criterion assigns development of steady-state and dynamic data requirements to the Technical Studies Subcommittee (TSS). Approval of the TSS recommendations is assigned to the Planning Coordination Committee (PCC). Requesting the PCC-approved data is conducted by WECC. Providing the PCC-approved data is conducted by the specific Functional Entities.
WECC-0074 • PCC reviewed the Criterion at October, 2011 meeting with no recommendations for change. • WECC standards/criteria approval procedure changed from Standing Committee approval to Ballot Pool approval March 1, 2012 • PCC reviewed Criterion again at March, 2012 meeting suggesting substantive changes. • Two subsequent postings for comments and responses followed.
WECC-0074 • Last of comment postings concluded November 2, 2012 • No substantive Criterion changes were made in response to the latest comments • Use of Area Coordinator still controversial • Prohibited under the procedures
WECC-0074 • Use of Area Coordinator For purposes of the Applicability section, the Procedures will only allow the use of Responsible Entities listed in the NERC Functional Model. Therefore, the area coordinator entity cannot be included in the Applicability section of the Criterion.
WECC-0074 • Use of Area Coordinator The Criterion does not preclude the continued delegation of tasks to the Area Coordinator by an applicable Functional Entity. However, the applicable Functional Entity remains responsible for the completion of the tasks.
