AB 86 Background • $25 million for planning and implementation grants. • Regional consortia of community college districts and school districts • It is the intent of the Legislature to work toward developing common policies related to adult education, including policies on fees and funding levels. • It is the intent of the Legislature to provide additional funding in the 2015-2016 fiscal year.
Five Program Areas The planning grant funds will be used to better provide adults with the following: • Elementary and secondary basic skills, including classes required for a high school diploma or high school equivalency certificate • Classes and courses for immigrants eligible for education services in citizenship and English as a second language and workforce preparation classes in basic skills • Education programs for adults with disabilities • Short-term career technical education programs with high employment potential • Programs for apprentices
The Plans: Seven Objectives Each Adult Education Consortium plan must include at a minimum: • What we have: An evaluation of current level and types of adult education programs within its region including education for adults in correctional facilities, credit, noncredit and enhanced noncredit adult education coursework and programs funded through Title II of the federal Workforce Investment Act • What we need: An evaluation of current needs for adult education programs within its region • Seamless transitions: Plans for parties that make up the Adult Education Consortia to integrate their existing programs and create seamless transitions into postsecondary education or the workforce • Address the gaps: Plans to address the gaps identified • Accelerate student progress: Plans to employ approaches proven to accelerate a student’s progress toward his or her academics or career goals • Collaborate on PD: Plans to collaborate in the provision of ongoing professional development opportunities for faculty and other staff to help them achieve greater program integration and improve student outcomes • Leverage regional structures: Plans to leverage existing regional structures
