5. Definitions A Region is defined as the geographical boundaries of a community college district. A Consortium is at least one community college district and at least one school district within the geographical boundaries of the community college district. A Member is defined as a public school district within the geographical boundaries of the designated region. A Partner is determined by the local consortium’s membership. AB 86 Informational Webinar

AB86 defines region as the geographic boundaries of the 72 community college districts. • Boundaries define a consortium’s geographical area. • Boundaries do NOT define leadership roles within a consortium. • It is expected that there will be shared leadership of the consortia between community college districts and school districts. • If a community college district chooses not to participate in a consortium, a neighboring community college district may form a consortium with school districts within the boundaries of the nonparticipating community college district. Combined allocation. • A consortium may be made up of more than one region if members agree to merge into a single consortium. Allocation is combined. • The fiscal agent can be either a school district or a community college district. • Consortia are encouraged to include other providers and partners. 7. Members and Partners • Districts may be members of only one consortium. Although school districts and community college districts may be members of only one consortium, they may be partners or participate in multiple consortia. • Example: A school district that crosses two or more CC geographic boundaries must choose to be a member of only one consortium but may be partners in multiple consortia. Funding Formula for Planning Regions are unique • All regions need funding to plan • Population impacts planning • There are diverse student needs within a region • Funding formula needs to be equitable • Planning formula needs to be logic based • The 72 regional allocations will be defined in RFA AB 86 Informational Webinar
