Introduction Just as a person’s face can speak volumes about their state of mind and character, so a church building as the Church’s public face speaks volumes about the life within. Churches can affirm you and draw you into the joyful celebration within. God invites everyone to his party, and our buildings are a visible part of that invitation.
Peter Tottman – Project Manager St. Andrew’s and St. Christopher's Willingale An honour to be part of your team. Why me? Selected by your Development Action Team. A practicing Christian and churchwarden. A mechanical engineer by profession, a project manager with Balfour Beatty. Now retired this a voluntary role.
Project Manger's Role To bring experience from St. Christopher’s. To co-ordinated but not set policy. To work for the DAT. To not replace the architect. St. Christopher's 20 grants, £370,000, total spend £400,000. A 21st century church in a 14th century building.
The Tasks St. Paul’s a tired building. St. Mary’s needs facilities and a new dawn.
St. P & St. M - Organisation We have a task to tackle, we need to be organised, it is good governance and a requirement of grant providers. PCC overall & Development Action Team. Defined Terms of Reference and Delegated Authority. DAT monthly reporting and meetings.
Project Process We are following project model of Crossing the Threshold. This gives us a proven project process and a clear path to follow.
The St. Paul’s Case St. Paul’s servers the community. Vibrant and dedicated congregation. Important heritage and culture. First New Town Church. 20th century design. Piper mosaic.
St. Paul’s – The Whole Story Know scope and cost for electrical works. Have proposal for development. We need to be holistic “the whole story”. Need to understand work to rest of building. Example failing concrete. A suite of surveys. Currently in discussion with architect.
Funding Going to be expensive. For big grants need to know what and cost hence surveys. Grants of the surveys – preparing applications. Then big grants. We need to justify – heritage, culture, community.
When Health warning – do our best but no certainty. Survey grants now to autumn 2018. Surveys autumn 2018 to spring 2019. Big grants 2019. Start work 2020. Lots of red tape - keep cutting. Long road ahead – keep praying.
The St. Mary’s Case • A loyal congregation. • A role in the new housing and the Mill. • Simple Victorian church but not fit for 21st Century. • Listed grade II. • Built 1868, designed by Joseph Clarke. • No facilities. Parndon Mill Former Rugby Club Car Parking
Closure of Rugby Club • With Harlow Council and Kier aiming to extending car park. • Hope to set up temporary facilities outside churchyard. • Need access through churchyard wall. • Stansted Airport grant secured, church permission granted, contractor ready. • Rugby Club relocated. • New housing estate 125 homes being built. Rugby Club were good neighbours – allowed church to use car park and toilets. Now church has no facilities. Car parking problematic.
New Estate a New Dawn No community buildings in the new estate nor in immediate area. Ideally have new hall open as people take up residence. Physically and socially a part of the community. Offer people a warm welcome to services and Sunday school with appropriate facilities. Plus a range of social/outreach activities. Also a role with Mill and river-side walks.
The New Hall – Design Parameters Able to be used independent of church. Door segregation of toilets. Main hall - toilets, kitchen, storage. Positive comments from Essex CC, DAC, CBC, Vic Society. Architecture in keeping – Essex vernacular.
Bulphan Bulphan rural Essex church. Similar slightly larger that St. Mary’s. Built church room in 2000. Works well for them.
Planning Permission Was submitted but withdrawn. No objections. Withdrawn to give more time. Essex C.C. change of staff. Will be re-submitted.
Funding Target a mix of grants – community and heritage. We need to justify – community and heritage. Calendar of users, use ideas. Have started to identify grant sources and prepare applications.
When Similar to St. Paul’s Health warning – do our best but no certainty. Mix of grants mid 2019. Start work 2020. Lots of red tape - keep cutting. Long road ahead – keep praying.
