Special Measures for NAS Participation in FP-5

This proposal outlines four main actions aimed at improving the participation of Newly Associated States (NAS) in FP-5. Joint Call “Integration of NAS inthe European Research Area”Bulgaria, Republic of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia Description of the proposed package of measures: a)Title page (proposal title, proposal acronym, full name, address) b)Objectives (thematic programme, ERA, deliverables, envisaged measures) c)Innovation of ongoing research activities d)Work plan (effects, long term effects, etc.) e)Work packages (1AM=1WP)

Joint Call “Integration of NAS in the European Research Area” Bulgaria, Republic of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia Selection criteria of centres to be supported (part C of proposal): a) Scientific/technological excellence Reputation of permanent staff, quality & volume of output and activities, attraction to visitors, experience with networking activities b) Structure Quality of management & supervisory board, staff age & qualification, infrastructure & working environment, links with economic & social environment of NAS c) Scientific/technological potential and impact of the package Clear definition of target, contribution to linkages with other European Centres, coherence with the themes of the thematic programmes, contribution to supra-regional relevance & international attractiveness, contribution to economic and social relevance of the Centre to NAS) d) Diversity of funding maximum 1/3 of external funding

Joint Call “Integration of NAS inthe European Research Area” Diversity of funding considers 1/3 of the activity via external funding of the Centre regarding: • Annual budget of the Centre and the sources of the funds; • Ongoing third party projects and grants; • Research on other projects running or being submitted to the EU, in particular with the Framework Programmes in RTD; • Complementarity to already funded Centres (INCO call) but • To individual measures in the package the general rules for accompanying measures apply.

Joint Call “Integration of NAS in the European Research Area” Ø Deadline: 31.01.2002 Ø Thematic areas of QoL, Growth, EESD* Ø Single applicants: outstanding research centres from NAS Ø Funding for a package of accompanying measures: networking, staff exchange, training, twinning, conferences, etc. *The IST programme is supporting actions to better integrate Newly Associated States in the programme under its action line IST-2001-VIII.1.6. A call for this action line, which is of the continuous submission scheme, has as final closing date 28 February 2002, which is not subject of this call.

New INCO call: Strategic action on training & excellence Bulgaria, Republic of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia All thematic areas of FP-5 Mobility of researchers Single applicants: high level researchers from NAS Grant for training period(s) in EU institution plus return grant (re-establishment grants) With emphasis on scientific areas of excellence having major social/economic implications for the countries involved Ø Ø Ø Ø Ø

Evaluation criteria for: Strategic action on training and excellence Training phase: Project: Quality,innovation, approach (0-25) Host institute: Quality expertise infrastructure (0-25) Applicant: Research experience, publ., etc. (0-50) Reestablishment phase: Project: Quality, innovation, approach, etc. (0-50) Host institute: Quality, expertise, infrastructure (0-50) Reestablishment phase without host institute: Project/ type of mechanism: S&T approach, originality, expected impacts and benefits, etc. (0-100) Threshold: at least 70 points in each phase

  12. 3. Strategic action on training and excellence • Scheme: training (MS) and reestablishment (NAS) • Duration: 24 months • Applicant: NAS • Host institute: MS training, NAS reestablishment

Modified INCO call: Conference participation support Bulgaria, Republic of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia, Turkey Support participation of researchers from candidate countries in conferences organised in Western Europe (travel and subsistence)* Organisation of conferences in candidate countries (overall expenditure) * Including information days about the programmes of the EU FP* * up to 1/3 of the total costs Ø Ø Ø
