  2. Introduction • The Chair introduced the meeting by presenting the role of the new steering group in supporting Eurostat with MS expertise in preparing strategic documents for ESSC. DIME and ITDG in full will be consulted after integration of input from SG • The steering group is a strategic group providing orientations on projects, priorities for work, recommendations to monitor and to share work and identifying gaps

Item 2 : general overview of ESS.VIP programme and Cross cutting projects Eurostat presented an overview of the programme and the overall scope and business case for ESS.VIP.CRC together with the interdependencies and implementation strategy Discussions highlighted: • The need to share the Vision implementation principles in particular regarding the sharing of data and of services, the development of supporting legal basis, the way to cope with diversity of national environments... . The group welcomes that those issues will be further discussed at Director General level.

Item 2 : general overview of ESS.VIP programme and Cross cutting projects • The agreed need for the modernisation of the ESS and the benefit from corporate approach and standardisation (common data models, ….) as proposed in the ESS.VIP programme component • The implementation risks at the level of the programme because of complexity and the need to design smaller projects with concrete outcome • The need to deepen the analysis of business cases taking into account MS perspective. This should lead to more detailed risk and cost/benefit analysis based on MS input. • The implementation that is proposed is seen as too ambitious • More articulation of the proposal with an end goal is needed

Item 3 – conclusions Eurostat presented a draft business case for the IMS project: the project aims at recommending appropriate standard (data and inter service communication models) for different use case and to develop general recommendation for implementation The conclusions are: • There is an agreement on the two main issues proposed to be tackled by the project • The cost estimate for the standard should be split between development and implementation. The Sponsorship SWOT model should be used to assess impact of standards proposed from both Member States and Eurostat view points • Business case should stress the need for agility and simplicity of the designed solutions for providing adaptable approaches • More visibility of user needs and requirement and deliverables in executive summary of projects

Item 4 – Conclusions Eurostat presented a draft business case for the SERV project: the project aims at developing an architecture allowing sharing of service in the ESS : The platform includes governance, standard and IT issues. It leans upon the CSPA project at UNECE level. 1) It is an ambitious and far looking project that needs strong MS involvement as planned in the initial phase of the project 2) Project should start with a feasibility study and based on the results, develop on an incremental approach 3) Dependencies with other projects is critical and should be monitored carefully

Item 5 – ESDEN business case Eurostat presented a draft business case for the ESDEN project: the project aims at setting up a (secured) communication infrastructure and generic service on top (EDAMIS like) based on the reuse of existing EU communication network. In the initial phase, project will concentrate on SIMSTAT requirements Conclusions • The project is driven by the need for reengineering of EDAMIS and providing infrastructure for SIMSTAT • Stepwise approach is supported • Consideration on the different levels of confidentiality should be integrated in the design of the solution

  8. Item 6 – DW business case Eurostat presented different options for implementing DW at the ESS level. Conclusions • The project is not mature and will not be presented at ESSC in September • Reflection should continue and may lean on developments and test carried out at MS level
