Drivers First Task Force Mission Prioritize the convenience of motorists and ensure that disruptions are as minimal as possible to drivers at highway and bridge projects across the state.
Drivers First Task Force Approach • Implement Best Practices across current WATCH list projects. • Identify current projects and determine those ‘at risk’. • Review model projects with advanced traffic and media management. • Solicit Best Practices across Regions. • Develop policies and guidelines for future WATCH List projects. • Incorporate policies and guidelines into contracting language. • Improve information management and the role of the TMC as surface transportation controller. • Expand the use of public communications outlets.
Drivers First Desired Outcomes “Drivers First” does not mean “Safety Second”. Awareness of actions already being performed that take driver convenience into account. Strengthen internal channels of communication, enabling quicker decision making as a team. Improve active traffic management. Communicate better with driving public.
Critical Success Factors • Management support and employee buy-in across all Regions and the Main Office. • Regions are empowered to enact effective Traffic Management Plans. • Strong level of confidence in the recommendations and process. • Better collaboration between: • Partner Agencies and Authorities, and • NYSDOT program areas: Design, Construction, Traffic Safety and Mobility, PIOs, and others. • Incorporate engineering in policy and procedure decisions. • Take advantage of new information sharing technologies. • Ability to measure driver perspective. • Statewide vision for Transportation Management Center (TMC) and Surface Transportation Controller (STC) role and responsibilities.

Accomplishments to Date • Established goals, objectives, and performance measures. • Developed comprehensive WATCH Project List. • Identified project-specific mitigation actions. • Developed Best Practices Matrix. • Identified recommended best practices. • Established social media presence for DOT. • Established Regional Drivers First Coordinators. • Interim guidance on HDM Chapters 16 and 21 updates. • Time Related Contract Provision guidance from EI 99-033. • Develop Traffic Management Plan Guidelines and issue interim guidance as appropriate. • Interim guidance on CAM and 619 Spec updates.
Current Tasks Monitoring/Reporting of Regional actions on WATCH List Projects. Formal review and adoption of HDM Chapters 16 and 21 updates. Formal update of CAM and 619 Specs. Refine Role of TMC and STC. Establish communications protocol for press releases, including review and approval thresholds. Develop Information Outlet Roadmap. Establish Social Media policy. Establish allowable use of social media across Regions. Outreach to stakeholders.
