Beginning… • 1992; creation of 2 Informal Working Groups ( 3 formal SSDC in 1998) • two years needed to know/understand/trust each • difficulties in TCL sectors; better to tackle them jointly than divided Code of Conduct • our joint recommendations on the « anticipation of change and restructuring  in the TCL sectors 

  4. Skills Need… Out of total 20 Million new jobs by 2020 : + 20 M high qualified + 14 M medium qualified - 14 M low qualified 32 % 50 % 1/3 of low qualification jobs existing in 2006 will be lost by 2020 18 %
