Capacity Building of CSOs in Support of the Full Disclosure Policy DILG-BLGS Project Proposal

1. PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Capacity Building of CSOs in Support of the Full Disclosure Policy DILG-BLGS Project Proposal DIALOG Trust Fund 12 August 2011

2. Background • DILG’s MC 2010-83 reiterated the requirement for the posting by LGUs of 12 documents: • Annual Budget Report; • Quarterly Statement of Cash Flows; • Statement of Receipts and Expenditures; • Quarterly Report of Special Education Fund Utilization; • 20% Component of the IRA Utilization; • Annual GAD Accomplishment Report; • Annual Procurement Plan or Procurement List; • Items to Bid; • Bid Results on Civil Works, and Goods and Services; and, • Abstract of Bids as Calculated.

3. Background • As of July 15, a majority of all 3 types of LGUs had partially complied & 16.4% of cities, 12% of mun., & 12.5% of provinces had fully complied. • Consistent w/ SILG’s assertion that the effectivity of T&A measures hinges on demand by organized citizens, DILG BLGS expressed the need for the disclosed reports to be accessed, analyzed and used by CSOs. • The NGO community believes that “disclosure will only be effective if there are organized citizens willing and able to read, understand, and act on the documents disclosed” (Concept Paper, TF-PLG, May 2011).

4. Project Development Objective • To capacitate CSOs in understanding and using publicly disclosed reports of LGUs. • Target Beneficiaries: (1) Sample of CSOs chosen according to their capacity needs and track record of engagement at the local level; (2) NGO representatives who are accredited and participating in local special bodies (LSBs) in select target areas.

5. Project Development Objective • Expected outcome for the target groups: Increased capacity on the analysis of the disclosed reports such that they will be able to use this knowledge to enhance their current and future engagements with the LGU either through their advocacy, development activities, or meaningful participation in LSBs.

6. Project Description Component 1: Inventory of Learning Materials and Tools Objective: To produce a single reference of existing and ideally tested, tools and materials that will be used by the DILG and the CSOs for their capacity-building needs. Component 2: Identification of Target Groups Objective: To identify the two target groups according to the criteria.

7. Project Description Component 3: Refinement of learning materials and tools/Design of capacity-building program Objective: To refine the most appropriate learning materials & tools for the analysis and usage of the reports & to design the capacity-building program for the target CSOs based on an capacity needs assessment Component 4: Delivery of Capacity-building Program Objective: To deliver the capacity-building to the two target groups

8. Preliminary Cost Estimates (in PhP) Components 1 and 2 (Inventory and Identification of Target Groups): 150,000 Component 3 (Design): 200,000 Component 4 (Delivery): 3,000,000 Total 3,350,000

9. Alignment with DIALOG TF Objectives • This project is consistent with the development objectives of the DIALOG Trust Fund. • It has built on learnings and findings from other donor-funded projects.
