What is JG-PP? • JG-PP is a partnership between the Military Services, NASA, the Defense Logistics Agency (DLA), the Defense Contract Management Agency (DCMA), and chartered by the Joint Logistics Commanders (JLC), to reduce or eliminate HazMats or processes within the acquisition and sustainment communities • By establishing these partnerships, JG-PP addresses the common problems through shared efforts to produce joint solutions

JG-PP’s Goals • Fosters joint cooperation between the Air Force, Army, Marine Corps, Navy, NASA, DLA, DCMA and Industry • Identifies shared opportunities, common qualification requirements, and reduces duplication of effort • Implements alternatives identified using the validated JG-PP Methodology • The bottom line: JG-PP reduces overall costs of eliminating or reducing HazMats and processes
JG-PP Methodology • Phase I – Identification • Identify offending HazMat • Engage appropriate stakeholders • Obtain stakeholder buy-in • Phase II – Technical • Identify alternatives • Create a Potential Alternatives Report (PAR) • Create a Joint Test Protocol (JTP) • Phase III – Business • Develop a Business Plan • Conduct a Cost Benefit Analysis • Create a Statement of Work • Phase IV – Qualify Alternatives • Conduct testing • Create a Joint Test Report (JTR) • Phase V and Phase VI – Single Process Initiative and Implementation • Initiate Change to Use Validated Alternatives at OEM facility • Create an Implementation Plan • Assist with Implementation
Typical Project - Low-VOC Identification Marking • Objective and Benefits: • Identify and qualify low-VOC inks and labels used for identification marking • Reduce or eliminate the use of VOCs (specifically MEK and toluene) • Potential benefits: • Reduce VOC emissions • Reduce hazardous waste (rags, ink, and solvents) • Reduce waste management costs • Reduce labor costs in rework, flowtime since no masking, unmasking, cleaning • Reduce raw material costs • Reduce regulatory financial liabilities • Technology: • Testing consisted of applying ink and label alternatives onto bare and coated panels • Nine alternative inks and ten alternative labels were tested • Alternatives that passed screening tests underwent extensive testing on several substrates • Testing was completed with two alternate inks and several label systems qualified for use • Accomplishments: • PAR, JTP, 2 CBAs and JTR completed • Implemented at Tobyhanna, NADEP Jacksonville, Point Mugu and Air Force Plant (AFP) 44 in Tucson, AZ
