What is Innovation Union? Strategic approach Partnership with Member States From idea to market Research to retail Tackling weaknesses Under-investment Fragmentation Framework conditions Building onstrengths Focus on societal challenges Broad concept of innovation Involving all actors • Highlights • European Innovation Partnerships • European Research Area framework • Streamlined EU programmes • New financial instruments • Reform of standardisation system • Public procurement of innovation • Social innovation pilot • Stronger monitoring • Innovation Convention A distinctive European approach to innovation Regional dimension
Innovation Union: the regional dimension • Regions need innovation and innovation needs regions • The Innovation Union must involve ‘all actors and all regions in the innovation cycle…focusing on…smart specialisation with Europe, Member States and regions acting in partnership’ (page 8) • Regions key players as they are the places where innovation happens • Triple helix partners • Core competences – including institutional competences • Shift of innovation from private/agent to public/network e.g congestion charging, e-health, green cars, etc. • Collaborate, connect and collaborate (benchmarking/peer review…) • Critical mass vs proximity • Regions – vertical and horizontal alignment

Changing knowledge goods Adapted by ERRIN
Smart specialisation Smart specialisation policies needed for each region Need to compare regional strengths with other regions and look for gain via inter-regional and trans-national cooperation Smart specialisation requires business, research centres and universities working together to identify promising areas and also bottlenecks to innovation Smart specialisation must include policy learning, peer reviews with regional stakeholders
S3 Component Parts Innovation clusters Innovation friendly business environments for SMEs Lifelong learning in research and innovation Attractive regional research infrastructure and centres of competence Creativity and cultural industries Digital agenda Public procurement Addressing societal challenges through Innovation Partnerships
S3 and ERRIN ERRIN will play into the S3 Platform expertise from universities, research centres, regional authorities, business… Explore concept S3 and energy S3 and higher education S3 Open Days seminar
Future R&I - ERRIN 10 points Ambition Research aimed at societal challenges Use regional excellence/partnerships/ integrated strategies Consolidation Synergies between research and innovation and more focus on user-driven innovation/ living labs
Future R&I - ERRIN 10 points Encourage inter-disciplinary and inter-regional research More support for the innovation chain and commercialisation or results Mix of top down and bottom up research (frontier research) High trust and more tolerance or error/proportionality Beware a results driven approach/lump sums
Conclusions • Innovation is place based (Barca Report) and involves not just a technology or service improvement but increasingly a set of factors mixing public and private networks – collaboration, coordination and connectivity • Smart specialisation will involve regions being spatially aware and outward looking – exchanging best practice, benchmarking… • ERRIN has the critical mass, experience and expertise to • Contribute actively to the policy debate for Research and Innovation, Structural Funds, EU Budget • Support the implement of the Europe 2020 Strategy / Innovation Union www.errin.eu
