RPRLGSP intro • Since 2006 (effectively); closure Sep 2010 • EU funded: €21m > €16.5m €5.5m de-committed (late start, limited capacity) • 34% capital project fund (PRF) • Funding mechanism: EDF9, captured in Gov’t budget, “sector budget support”, low-capacity NAO delegated management of TA to to EUD

3. PRF Projects • 65 capital service delivery projects in 63 LAs • EU co-funded: €5.5m (33% of total Progr. budget)
3. PRF • 88% in operation > high success rate, compared to regular local service delivery

PRF • Minimal public money wasted in corruption and poor service delivery. • Intensive monitoring and sanctions lead to less donor money in Service Delivery: only 80% of available PRF budget actually paid out to LAs; 20% back to EU • Lessons learned in PRF informed KLGRP capacity building and systems, incl. Service Delivery Tools, LASDAP, LA Performance Audit system • High cost of PRF support and monitoring (€2.2m vs. €5.5m PRF budget, 40%), but good results, thus value for money
Lessons Learned • Integration of infrastructure project support, capacity building and policy support creates synergy; Support to governance and cap bldg essential to success of infrastructure • Structure of RPRLGSP faulty with separate PMU outside KLGRP or other existing MoLG department • Resulted in (1) less Gov't ownership in some capacity building initiatives, (2) sub-optimal coordination
Lessons Learned • Start Programme only once appropriate technical skills committed by Ministry and Ministry budget for clearly defined Government contribution. Appoint TAs early. • Inadequate time frame and funding for major dissemination and capacity building. Need for SWAp bringing in other donors into consistent 10 yr programme • Avoid parallel systems, funnel funds through existing transfer systems (to be used to apply sanctions) • Dichotomy between targeting the poor (generally in low resource base LAs) and wanting high implementation rate • Utilise Gov’t structures where possible especially at local level. TA to support Government.
Way Forward • Develop SWAp based on LG Reform Strategy • All reform initiatives to be derived from SWAp and within 10 year minimum time horizon • Ongoing EU and other DP support through pool funding of SWAp • 10th EDF support to MoLG, NSAs now available. • World Bank 5-10 year support to KLGRP and pilot urban LAs commencing 2010. To be integrated into SWAp
Lessons Learned • Conclusion: Interesting LG support programme, worth studying/learning lessons from (+ and -).
