INTRODUCTION • Project to be executed by TREND Group • Who are the TREND Group? • NGO since 1995 based in Accra • Focus on Water, Sanitation and Hygiene • Implementing Agency for the AfDB in the Project • Will work closely with Private local stakeholders and private Consultants in Project Implementation
BRIEF HISTORY OF PROJECT • Process to seek support started in 2006 • Dialogue with AfDB intensified in July 2008 • Long process resulted in agreement in Jan 2010 for Implementation of Project • Support from AfDB and NGOs in Netherlands is provided some 1.47 Million Ghana Cedis • Orientation and National Launching carried out in February 2010.
WHY WAS ASHAIMAN CHOSEN • It is densely population Town • But also because they were recommended by MLGRD • It is an urban centre with challenging sanitation situation • There is a high commitment on the part of ASHMA towards dealing with the situation
WHAT WILL THE PROJECT BRING • Focus on sanitation Facilities will include Public toilets and washing areas and the whole chain • Project is about ensuring a cleaner environment and behaviour change that will lead to: • Improved public health and quality of life of the people of Ashaiman • Emphasis on building capacity of ASHMA to manage facilities (emphasis on financial sustainability) • The ASHMA will work closely with private sector and community groups/NGOs (Tripartite Partnership) to facilitate implementation of project and sustainable management of facilities.
ASHMA ROLE WILL BE CRUCIAL • Project facilities will be owned by Districts, ASHMA will also be responsible for managing of facilities • Effort will be on Supporting districts to plan and implement sanitation projects • Support in building capacity for ASHMA to manage its sanitation infrastructure sustainably • Encouraging Municipality, private sector and Communities to work together • A steering committee will be put in place to facilitate district ownership and TPP concept
KEY ROLE OF COMMUNITY/NGOs AND PRIVATE SECTOR • Community groups and opinion leaders will play a role in decisions related to project • Assemblymen, opinion leaders, leaders of market women etc will be key players • In particular community will play a key role in determining how facilities will be managed • And in ensuring that the facilities benefit all including the poorest and the vulnerable • A consultative forum (learning alliance ) will be formed to facilitate community involvement
DESIGNED AS A PILOT PROJECT • As aspects of project implementation will be keenly observed • TREND will work with project partners to document and analyse Project experiences • Lessons learned will help prepare materials that will benefit other ASHMA • Learning aspect explains why the Project is called a pilot
CONCLUSION • Project is a result of long and competitive process. • Ashaiman was chosen because of its perceived readiness and ambition to improve its prevailing sanitation conditions. • The Project is designed as a pilot. It will adopt a TPP approach which requires active involvement of all stakeholders (Govt/Private/ Community groups) • In particular the role of the ASHMA will be crucial in facilitating implementation and in ensuring sustainable management • TREND Group’s role is to support the ASHMA and all project partners to ensure the success of the Project
