Statistical Areas updated in PSAP • Census Tracts • Block Groups • Census Designated Places (CDPs) • Census County Divisions (CCDs) • Final criteria were published in the Federal Register in February and March of 2008
Census Tracts • Small, relatively permanent statistical subdivisions of a county (or equivalent entity) • Relatively consistent boundaries over time • The first tracts were delineated in NYC for the 1910 census • 2010 marks the 100th birthday for census tracts in 8 of our large cities
Census Tracts • For Census 2000 there were • 4,907 census tracts in New York, and • 65,000 census tracts in U.S. • For Census 2010 we estimate there will be • 4,919 census tracts in New York, and • 74,000 census tracts in the U.S.
Criteria Changes for 2010Census Tracts • Allow the use of housing unit counts to qualify • Establish the same minimum threshold for all tract types: 1200 pop/480 HUs • Maximum: 8000 pop/3200 HUs • Optimum: 4000 pop/1600 HUs
Block Groups • Block groups nest within census tracts • Smallest area for American Community Survey (ACS) sample data tabulation • Continuity and comparability from one census to another much less of a concern • Current estimates for Census 2010 BGs: 15,474 for NY and 220,860 nationwide
Criteria for 2010 Block Groups • Allow the use of housing unit counts to qualify • Retain the same minimum threshold of: 600 pop/240 Hus • Maximum: 3000 pop/1200 Hus • Lowest Recommended for ACS data: 1200 pop/480 Hus
Tribal tracts and tribal block groups • Unique from county-based census tracts and block groups • Improve data relevance, availability, and reliability for American Indian tribes • Tribal Tract identifier: T00500 • Tribal BG: A, B, C…may consist of blocks with differing first digits
What is a CDP? • Statistical areas representing communities that are: • closely settled • unincorporated • locally recognized • identified by name • Mix of residential, commercial, retail areas • Cannot overlap with incorporated places or other CDPs
2010 Criteria for CDPs • Must have at least 10 housing units • Must have some population • Must have a locally recognizable and identifiable name • Most will be comparable in size to incorporated places nearby • Boundaries should follow visible features
Census 2010 CDP estimates • For Census 2000 there were a total of 5,977 CDPs • We estimate for Census 2010 there will be over 9,000 defined as part of PSAP and an additional Geography Division Review • In NY, in Census 2000 there were 434 CDPs and for 2010 we estimate 540
2010 PSAP Participation in New York • 36 regional, multi-county organizations, or local government agencies covering 47 counties • NY SDC was cc’d on correspondence for several counties • 15 counties were reviewed by the BO Regional Census Center geography staff
Where are we now? • Verification phase of PSAP nearly completed • Changes submitted during verification are being reviewed and entered in our database • Census Bureau will do a final nationwide clean up/QC called GARP • Boundaries for all PSAP entities will become 2010 census block boundaries
PSAP Successes • Stayed on Schedule • Eliminated the use of Paper Maps • Use of MAF/TIGER Partnership Software (MTPS) standardized submissions • Use of online imagery and off-the-shelf GIS helped in review of submitted areas
PSAP Challenges • New tools result in more debate over final delineations (GIS/Imagery) • Too much focus on technology • Stricter enforcement of thresholds in support of ACS • Difficult to persuade some participants to merge low population BGs and Tracts • More need for education on ACS
PSAP CDP Hindsight • Should have spelled out more clearly that we expected to see new CDPs defined • Should have provided a list of potential new CDPs • Should have retained the rule that CDPs must follow visible features; handled over-bounded CDPs case-by-case
Redistricting Data Program-Phase 2Voting District/Block Boundary Suggestion Program • Census Bureau works with states to implement PL-94-171 in a 5 Phase Program • VTD/BBSP is Phase 2
New York’s Liaison for PL The Census Bureau works with the Reapportionment Task Force in NY to implement the program Our current liaisons are Louis Hoppe and Matt Drury Our geographic work contact for the VTD/BBSP is Bruce Ruiz
Redistricting Data Program-Phase 3 • Delivery of the data to every state by April 1, 2011 is Phase 3 • Delivery of the PL TIGER/Line product traditionally has preceded the data • TIGER/Line shapefiles will be delivered to ALL states by end of Jan 2011 • We are on track to meet all deadlines
VTD/BBSP • Similar Schedule to PSAP • Now concluding the verification phase • Updating the results of any changes into our database • All VTD, state legislative district, and congressional district boundaries will be 2010 census block boundaries
