IST Strategy for competitiveness • Use Europe’s industrial strength in telecom, aircraft, automotive, consumer electronics, chemicals, etc. • Research actions aim at building collaboration between: • large industrial user/developers • software (tool, COTS, component, service) vendors • supported by academic research, leading to strong (sectorial) industrial networks

IST Strategy for competitiveness Building open development and run-time environments for software and services • Use of European industrial strength and OSS community in an RTD effort to create: • Platforms of methods, tools and middleware for SW production • Which are modular and open to extension to specific domains • Covering all phases of SW life-cycle • Applicable to broad classes of software systems and services

Free and Open Source Software Why is the Commission monitoring F/OSS ? • Software is all-pervasive in economy and society • Capability to use, control and develop S/W is a strategic societal resource • F/OSS: has entered the market, and may affect many societal domains (f.ex. regional development, employment, etc…)

Main characteristics of F/OSS • Free Software - Open Source Software: used interchangeably [F/OSS] • Software development paradigm: collaborative and distributed development • Licensing models: proliferation of “open source licenses (GPL, LGPL, BSD, etc..) • F/OSS: potential benefits for interoperability and standards

The Debate on F/OSS - 1 • Competition: adding competition to the market • Lock-in: strong customer dependence on vendor • Cost: total cost of ownership • Reliability: software errors • Maintenance: update cycle • Sustainability: F/OSS as a lasting mechanism • Capacity building: more S/W producers, small market segments better served

The Debate on F/OSS - 2 • Innovation: large base of developers • Product liability: a general problem; “good governance” • Security and trust: unwanted functions; branding • Education: educational tools • Empowerment: customer has more decisive power and access to tools • Equity: wider access to software

Increase awareness in public sector (reports on OSS use) Provide practical guidance (Migration guide) Encourage respect for open standards IDA

Other Activities related to OSS • Stimulation in eEurope 2005 - interoperability: based on open standards and encouraging the use of open source software • Report on the role of OSS in industry in preparation: • Level playing field for OSS and proprietary software for procurement and use; fair competition • OSS welcome additional competitor on software market • Effective for open development platforms and software infrastructures • Can help eGovernment and exchange between Administrations • Open formats and standards first priority
