Too many Collisions, Injuries & fatalities • 2003 - 68 collisions & 23 injuries • 2004 - 61 collisions,18 injuries,1 death • 2006 - 91 collisions, 29 injuries ,1 death • 2008 - 131 collisions,23 injuries,1 death • 2010 -148 collisions & 24 injuries • 2011 estimate 160 collisions,31 injuries • Now averaging 3 Collisions per week (Info based on reported accidents only)
H.P.Road Designation Rural Arterial & Collector ? • TAC Rural Arterial>12,000 AADT • Traffic volume statistics: • Daily volume 13,500- 19,739 per day • Yearly traffic volume ranges up to 7,274,735 - Cars, Vans, Trucks & Heavy Equipment - Existing limits 80km/hr- to 70km/hr
Narrow Road Width • H Plains Rd. 19 ft. 10 in. • Pockwock Rd. 23 ft. • Kearney Lake Rd. 27 ft 6 inches not inc bike lane • Almost every HP sub-divisions’ roads are 1-3 ft. Wider than H . P. Road • Road width prevents passing cyclists
Usage & Users • Large portion of HPR- unlimited access Many types of users:- Commercial, Retail, School ;Industrial; Day Care; Churches; Garden Centres; Service stations; Convenience stores: Auto repair all located on the H.P. Road • Higher volume truck traffic adds to wear & tear ( X95) on both road & shoulders
Basic Issues • Speed limits too high for combo of topography; narrow road, inadequate or no street lighting & volume • Excessive truck traffic • Lack of enforcement of local truck traffic by-laws & restrictions • Not enough storage lanes
Basic Issues • Rutted shoulders- pedestrian & vehicle safety • Volume of traffic prohibits use of high beams
Both road & shoulders in unsafe condition for both drivers and pedestrians
Insufficient street lighting for conditions & traffic load Compare with Kearney Lake and Lucasville Roads they have 1 light per pole
VARIOUS SOLUTIONS • Paving gravel-shoulders for pedestrians and cyclist safety- control run off • Reduce speed limits • Add street lighting-existing poles only • Add storage lanes where required

Seeking long term solutions • The residents of the Hammonds Plains Communities ask our Municipality to systematically develop a multi year strategy to address the safety issues of this old neglected roadway. • Budget resources each year to provide permanent improvements.
