The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference
Performance Agreements • In 1999, the Kansas legislature adopted 74-3202d • Statute established performance agreements for public higher education institutions
Performance Agreements Statute gave Regents authority to: • review and approve agreements • provide technical assistance to institutions to develop, implement & revise agreements • annually determine the amount of new state funds awarded (if new state funds are allocated by the Legislature)
Foresight 2020 • In 2010, the Kansas Board of Regents adopted Foresight 2020 • Ten year strategic plan • Plan sets achievement goals that are measurable, reportable, and ensures the state’s higher education system meets Kansans’ expectations
Foresight 2020 Goals • Align Systems and Institutions • Increase Participation • Improve Retention and Graduation Rates • Enhance Student Success • Align with Kansas Workforce Needs • Ensure State University Excellence
Aligning Performance Agreements and Foresight 2020 • In February of 2012, the Regents adopted a new model that aligns performance agreements with Foresight 2020
Misconceptions About New Model • Performance agreement reporting IS NOT Foresight 2020 reporting • Institutions, not Regents, choose indicators and set targets
Model for Community Colleges and Technical Colleges • Four sector-specific indicators • Three institution-specific indicators
Model for Community Colleges & Technical Colleges Sector-Specific Indicators were chosen by the community and technical colleges • 1. Increase Distance Education • 2. Increase Completion/Transfer • 3. Increase Success in Initial College- level Writing Course • 4. Increase STEM Completion/Transfer
Model for Community Colleges & Technical Colleges Institution-Specific Indicators • develop three indicators specific to the institution and which support Foresight 2020
Model for Universities • Sector-specific indicators (two required, third is optional) • Five institution-specific indicators (required)
Model for Universities Sector-Specific Indicators were chosen by the universities • 1. Increase Student Success/Student Learning • 2. Increase Diversity • 3. Increase Research/Entrepreneurship/ Commercialization • 4. Increase STEM Graduates
Model for Universities Sector-Specific Indicators • Institutions will have two or three sector-specific indicators • Include at least one, and up to two, indicators chosen from Indicators 1, 2 or 3 • Indicator 4 is required
Model for Universities Institution-Specific Indicators • Universities required to develop five indicators specific to the institution and which support Foresight 2020 • one of the five indicators must address Foresight 2020 Goal 6
Getting Started • Use a team approach to draft agreement • Though one person often writes the agreement, input about the indicators should be broad-based • Create buy-in across campus • Tailor indicators to fit institutional mission and purpose
Performance Agreement Form for Community and Technical Colleges
Using Form • At top of the form, fill out institution name, contact person, contact name and email and date • Place cursor inside each gray box and begin typing • Indicators should be objective, quantifiable, and measurable
Using Form • Indicator 1 Increasing distance education • Choose a specific distance education indicator for institution • Indicate which Foresight 2020 goal or goals this indicator supports
Using Form • Fill out the three-year history section – include numerator and denominator if history is expressed as a percent • If there is not a history, put N/A
Using Form • Fill out targets for 2013, 2014 and 2015 • Include numerator and denominator if targets are expressed as a percent • Targets should be expressed in a percentage or numerical form • Outcome section is for reporting on performance so will be blank
Using Form • Indicators involving students may be disaggregate by sub-population • Make sure chosen population is not too small • Institutions may disaggregate other indicators as appropriate • Follow the same process for the remaining sector-specific indicators
Using Form • Indicator 2 Increase Completion/Transfer • Institution selects population or sub-population to measure • Institution decides whether to measure completion, transfer, or both
Using Form • Indicator 3 Increase Success in Initial College-Level Writing • Institution selects population or sub-population to measure • Institution selects measurement instrument and/or method
Using Form • Indicator 4 Increase STEM Completion/ Transfer • Institution determines how to define STEM and what programs to include • Institution selects population or sub-population to measure • Institution decides whether to measure completion, transfer, or both
Using Form • Indicators 5, 6 and 7 • The three institution-specific indicators should support Foresight 2020 • Indicators should support institution’s mission in addition to supporting Foresight 2020
Using Form • At top of the form fill out institution name, contact person, contact name and email and date • Place cursor inside each gray box and begin typing • Indicators should be objective, quantifiable, and measurable
Using Form • Indicator 1 (required) • Indicator must address the topic of student success/learning, diversity or research/ commercialization/entrepreneurship • Within that framework, institution selects population, sub-population, program, topic or area, (etc.) to measure
Using Form • Indicate which Foresight 2020 goal or goals this indicator supports • Fill out the three-year history section – include numerator and denominator if history is expressed as a percent • If there is not a history, put N/A
Using Form • Fill out targets for 2013, 2014 and 2015 • Include numerator and denominator if targets are expressed as a percent • Targets should be expressed in a percentage or numerical form • Outcome section is for reporting on performance so will be blank
Using Form • Indicators involving students may be disaggregate by sub-population • Make sure chosen population is not too small • Institutions may disaggregate other indicators as appropriate • Follow the same process for the remaining indicators
Using Form • Indicator 2 is optional • If selected, indicator must address topic of student success/learning, diversity or research/commercialization/ entrepreneurship • Topic chosen must differ from the topic chosen in Indicator 1
Using Form • If an institution does not choose indicator 2, Board staff will delete this section and renumber the indicators once the draft agreement is submitted
Using Form • Indicator 3 Increase STEM Graduates • Institution determines how to define STEM and what programs to include • Institution selects population or sub-population to measure • Indicator is required
Using Form • Indicator 4 is institution specific, but must address Foresight 2020 Goal 6 • Indicators should support institution’s mission in addition to supporting Foresight 2020 Goal 6 • Indicator is required
Using Form • Indicators 5, 6 7 and 8 are institution- specific • Indicators are required • They should support Foresight 2020 • Indicators should also support institution’s mission
Using Narrative Template • Keep audience in mind • Regents • Trustees (technical & community colleges) • Legislators • Campus community members • Some may have limited knowledge of higher education
Using Narrative Template • Be clear and concise • Limit to narrative for each indicator to one paragraph • Limit the total narrative to two pages • Explain acronyms and avoid jargon • Use 11 or 12 point font and ½ to 1 inch margins
Using Narrative Template • Include the following elements in the narrative • Description of indicator, including the data collected • Rationale for selecting indicator • How indicator will be accomplished
Tips on Narrative • Keep a notebook detailing how the data was collected, who collected it and what elements were included • This will ensure the same elements are included in the measurement from year to year
