The Financial Assurance of Clinical Commissioning Groups Alison Taylor Finance Director Birmingham, Solihull and The Black Country, NHS England
The Primary Problem: • In the new architecture of the NHS, where new statutory bodies are responsible for large budgets, financial control may be lost, resulting in poor outcomes for patients.
Root Cause Analysis Research over the years has indicated that start-up companies carry more risk when it comes to financial failure (Johnson, Scholes et al, 2008). Can Be caused by: • Untested leadership • Ill defined Strategies • Lack of Strategic capabilities etc
The Objective • By April 2013: • Give my organisation assurance that there are Credible CCG financial plans that deliver a 1% surplus
Possible Strategies • Identify Key metrics • Template and summarised key financial activity • Recognise key competencies ‘ gut feel’ approach • Create historic record of past achievement • Scored using SWOT analysis and key metrics came out ahead • SMART • Good for comparison • Defensible
Implementation Plan 1. RISKs Project RISKS mapped using PESTEL Analysis: Political - One operating model NHS England Economic - None Social- Cultural issues, assurance v developmental Technological- None Environmental- Tension Re Regional approach Legal- Statutory body v assurance overview
Implementation 2. Stakeholders • Stakeholders mapped for power and interest.
Evaluation plan • Answers objective ie Organisations demonstrate 1% surplus • Engages Stakeholders • Gives assurance and supports assurance process • Easy to use and SMART • Uses strategic capabilities and experience • Overcomes PESTEL risks
Learning points • Leadership: Recognise constraints of working in one operating system -> learn to influence upwards • Problem solving: If something doesn’t work try another tactic • Style: learning to adapt style to give assurance and be developmental at the same time
