Introduction and Background • Decision by Shareholders Committee (SC) to operationalize the RTMC: November 2004 • Decision by SC to create & transfer functions to RTMC in an incremental approach : February 2005 • Minister mandated to facilitate the operationalization of RTMC: February 2005
Mission of RTMC Mission To provide for cooperative and coordinated strategic planning, regulation, facilitation and law enforcement in respect of road traffic matters by all spheres of government.
Vision of RTMC Improved law compliance and enhanced road safety in South Africa
Strategic Objectives • To establish the Road Traffic Management Corporation as a partnership between national, provincial and local spheres of government; • To enhance quality of road traffic service provision and to ensure safety, security, order, discipline and mobility on the roads; • To phase out, where appropriate public funding and phase in private sector investment in road traffic on a competitive basis;
Strategic Objectives (cont) • To introduce commercial management principles to inform and guide road traffic governance and decision-making in the interest of enhanced service provision; • To optimize the utilization of public funds; • To regulate, strengthen and monitor intergovernmental contact and co-operation in road traffic matters
