Theoretical Framework • Democratic governance as the main indicator of healthy political development (Sen, 1999) • “There is no substantial famine in democratic society” Why ? • In democratic society, people have access to • Information • Policy • The level of democracy is an important measurement in development (political institutions, free and regular election, free press, rule of law, etc)
Background: Current Condition in Indonesia • Indonesia: the only democratic country in Southeast Asia, which experienced political reformation successfully (Freedom House, 2007) • Multi-party democracy & democratic institutions • Higher degree of civil freedom and civil rights compared to neighbouring countries • “Belief” in democratic values and virtues civil ethics / civil religion • High public engagement
Background: Current Condition in Indonesia • Problems and challenges: • Political practices and attitudes are often not in line with democracy • Political institutions are still in transition • Lack of transparency and accountability • Cultural factors: hierarchical structure of society, bribery • Classic problems: corruption (KKN)
Why Japan ? • Japan’s achievement as the most democratic country in Asia (Freedom House, 2007) • Japan’s reputation as a ODA donor country
Background: Japan’s Track Record • Japan’s reputation for assisting development in Indonesia through ODAs (JICA, JBIC) • This assistance has started in 1950s by the establishment of Colombo Plan in 1950 • Various project in economic, social, infrastructure, and human capital development in Indonesia • But, there is no special project for assisting political development in Indonesia
Objectives & Methodology • To propose a policy for sustainable democratization and political development in Indonesia through collaboration of Japanese ODA, Indonesian government and society • Study on previous studies and literatures and most recent data and statistics
