What prompted this project? • The main target of minimizing bureaucracy • Close to 5 million Turkish citizens living abroad • An average of 500 consular applications at certain Consulate-Generals on a daily basis • Inadequate Consulate premises • Citizens living hundreds of km. away from certain Consulates • Consulates not able to respond to all inquiries by phone adequately
Konsolosluk.NET / General • The program was installed at our missions abroad from 2006. • A total of 124 missions are interconnected through this system. • The project covers all the countries where our citizens are concentrated.

Konsolosluk.NET When incidents of Birth, Marriage and Death are recorded in the Civil Registry, a message appears in the program automatically

Konsolosluk.NETVisa procedureDuring the application process, the program connects with thedatabase of the Ministry of Interior and gives a notice in case of an entry ban imposed on the applicant.
Konsolosluk.NET / The Benefits • The records of Turkish citizens living abroad are now collected in a central database within the Ministry. • “Area of jurisdiction”minimized. • Online integration with the Ministry of Interior has been achieved. • Written correspondence and postal expenses have been minimized. • Consistency in correspondence among all missions and Ankara has been achieved. • Yearly statistical records are not needed to be produced anymore. • Citizen records can be searched using different criteria.
Konsolosluk.NET / Targets for the Future • Integration with the Ministry of National Defense • Integration with the Ministry of Justice • Integration with the other relevant state institutions • The main goal is to execute consular procedures online wherever possible and to minimize red tape
Konsolosluk.NET Example :The time it took to obtain a new Identity Card from a consulate general used to be 1 month in the past. Now it takes at most 15 minutes. Example :A citizen applying for a new passport no longer has to go to a consulate general 200 km away, instead he applies at the nearest mission to where he lives.
E-Consulate • Our missions in Northern America were included in the system as of December 2006. • The missions in Europe were included in February 2007. • Currently 49 missions use e-Consulate. • It covers 85 % of consular procedures. • The system can be accessed 7 days 24 hours from any place with an internet connection. • The system covers 96 % of Turks living abroad.

E-Consulate / How Does It Work? • Anyone in need of information can utilize it. • Membership is obligatory in order to make an application. • E-Consulate Main Menu/ “Membership procedure” • Application form+ photocopies of ID and passport + document showing place of residence • Online application + mailing of the documents • Sending of a password to the applicant once the mission approves the membership

E-Consulate • The number of e-Consulate members to date is insufficient • People feel intimidated by the idea of applying for a consular procedure over the internet • We believe that the usage will increase in 5-10 years with effective promotion • Various promotional materials have been prepared. • Media campaign will be launched soon.

Call Center for Consular Affairs • Operational since April 2007. • 15 personnel • Functional in 7 languages • In service during office hours weekdays (09.00 – 18.00) • Mostly effective during the busy morning hours of the missions • Answers calls from all over Europe
