Subjects Discussed in eCOO/TFT/CSC Joint Meeting • Report on the TF Forum of ESCAP held in Seoul • Status of collaboration with PAA and applying for PAA membership by service venders of AFACT members • Status of eCOO WG referring to PAA’s eCOO Implementation Guidelines • Definition of the scope of eCOO project in AFACT • CSC report on Survey of SW Practice in AFACT community • Whether AFACT needs to conduct a SW related project to stimulate collaboration? • What is the scope of SW project? • Actions to be taken next year

CSC Proposed PoW for 2012 • Promotion: • Publish and disseminate 12 eASIA Award shortlist projects, with permissions from the project leaders, on the AFACT Website. • Promote eASIA Awardees’ projects in other regions, e.g. ECO region (AFACT Secretariat), Africa (Rapporteur for Africa), South America. • Ask HoDs to promote eASIA Awardee projects to their concerning governmental agencies and industrial associations in the private sectors in order to create business opportunities. • Research: • Develop a conceptual framework of AFACT SW Database for collecting the currently used documents with respect to logistics, trade, and customs from AFACT members, containing the form, data elements, business process, process model, etc. • Summarize “Best Practices for the Paperless Exchange of Cross Border Regulatory Document “ and UNECE Rec#37 and collect information from members with regard to existing situation of practices, problems, and needs. • Support the work of feasibility study of the eCOO pilot project subject to the request from the project leader and with available budget for the study

Proposed TFT PoW for 2012 • Establish AFACT SW Database • Develop a conceptual framework of AFACT SW Database for collecting the currently used documents with respect to logistics, trade, and customs from AFACT members, containing the form, data elements, business process, process model, etc. • Contact ASEAN SW Team in Malaysia and refer to ASEAN SW Framework and deliverables • Data Harmonization • Select one document, e.g. Manifest., to do data harmonization across AFACT members.

  5. Proposed AFACT eCOO Project • Identify specific organizations/vendors and their contact windows from Iran and Pakistan to establish working partnership • Confirm with ECO and the respective concerning authorities of Iran and Pakistan for initiating an eCOO project and the needed budgeting scheme • Submit a proposal of proof of concept project with 3 respects of technical, legal and trade for eCOO message exchange between Iran and Pakistan to AFACT in the mid term StC meeting
