Victorian Spatial Smart Tag March 31st 2005 Bruce Thompson Spatial Information Infrastructure Mark Judd Geomatic Technologies
Earlier this year the US Department of Labour identified geotechnology as one of the three most important and emerging fields, along with nanotechnology and biotechnology.
background • Spatial information should be a fundamental tool for Government and business • But isn’t • Why not? • Difficult to obtain: poor access and distribution • Difficult to understand and apply: knowledge/expertise • Expensive to process and apply: hardware, software, specialist staff
Mapping/Design/GIS • Less than 1% of Staff • Create and maintain data • Desktop application • High level of training • Analysts • Less than 5% of Staff • Make business decisions • Desktop application • Application level training • Non-technical users • Typically 95% of Staff • Need access to data • Web/mobile application • MS Office/Browser background
Victorian spatial smart tag (VSST) addresses these issues • Improved access and distribution • Direct delivery to the desktop from a web service • Basic, but effective functionality • Easy to understand and apply • Leverage existing infrastructure • Standard, existing hardware and software, users in a familiar software environment
the original VSST concept • Microsoft Smart Tag recogniser • Smart tag function recognises address ‘patterns’ • provides a “tag” menu with related options
the VSST concept as developed • Existing objective, benefits retained • Improved access, improved ease of use, leverage existing infrastructure • Two additional potential benefit areas identified • Automated population and processing of government transactions (applications forms, …) • More accurate, more efficient, less manual intervention • Aggregated information available for strategic planning and service delivery • Potentially, a complete, accurate, reliable and current view of government service delivery
VSST components • Client Application/User interface • Microsoft Office (Word, Excel, Access or Outlook) Web Form or any product that can interface with a web service • Web Service and Function Datastore • Browser access to spatial information and administration • Spatial Information Datastore • The spatial information servicing user requirements • Audit and Aggregated use Datastore • information generated by use of the system, then available for analysis and modelling
key functions and data • Address verification • Property address from Vicmap Property • Postal address from Salmat AMAS postal engine • Get Information • Collector Districts/ASGC, postcode, LGA, departmental region or boundary, electorates, zones, … , any spatial overlay • Get Image • Aerial photography, satellite imagery, property boundaries, contour lines, Melway and Vicroads Country Roads Directory
VSST testing partner case studies • DOI • Administration, desktop rollout, Government hosting costs • Vicroads • Change of address for vehicle licensing and registration • Section 32 Form • DSE • Section 54 - Neighbourhood Report for planning applications • Victoria Police • Basic emulation of Police incident report
VSST benefits • Simple productivity gains • Maps, images and spatial information available to all • Process and transaction gains • Forms, processes completed more accurately, quickly, effectively, access to single authoritative sources • Strategic planning and service delivery • Rich information source for performance monitoring, modelling and analysis, and strategic planning • Savings • Avoidance of GIS capital and recurrent costs

Fit with Government Policy and Strategy • Victorian Spatial Information Strategy • Custodianship, single authoritative sources, whole-of-Victorian-Government approach • ICT Infrastructure Strategy • Geospatial data management one of fourteen opportunities for whole-of-Victorian-Government approach • Government • Putting people at the Centre, GVT 2 • Government innovation working for Victorians • Privacy Commissioner engaged and supportive
Implementation opportunities • Simple productivity gains • WoVG roll-out of recogniser to desktops, administration roles established within departments • Process and transaction productivity gains • Development of Word documents, web forms, XML ‘call-outs’ from existing applications for specific transactions and processes • Strategic planning and service delivery gains • Leverage VSST audit log content for service delivery modelling and analysis, support for strategic planning
implementation considerations • Extension to mobile devices • Smartphones, PDAs, CDMA equipped notebooks etc all able to access VSST, subject to business approval • National implementation • Strong interest at Commonwealth level, and in other jurisdictions • Victoria can take a national leadership role, supported by ABS • Partnering • The value of the private/public partnership approach taken for VSST should be recognised, and promoted
implementation considerations • Hosting arrangements • Hosting options within Government and from an external provider have been developed for comparison purposes • W-o-V-G licensing for spatial information • Most Vicmap spatial information at least partly licensed, some top-up required • Licensing of other content (aerial photography) may be W-o-V-G, or by individual agencies as required
