Formed in 1991 from its predecessor, the National Rivers Authority • Non-departmental public body which covers England and Wales • Areas of work • improve air quality • restore and protect land • look after wildlife habitats • protect water resources • reduce flood risk • improve waste management • manage fisheries • improve water quality • They are a core client of B&V Water and provide over 70% of the Environment Project Centre’s annual revenue. Environment Agency frameworks The Environment Agency have several frameworks (groups of suppliers) • consultants (including us!) – NEECA2 (2005 →) NEECA – National Framework Agreement for Engineering and Environmental Consultancy Services • contractors – NCF2 (2007 →) • cost consultants – NCCF • environmental services – ESF • site investigation – NSIF2 • there are others, but lower profile Under NEECA we work for two parts of the Environment Agency: • ncpms (National Capital Programme Management Service), who ‘own’ the frameworks and are responsible for large capital works contracts and studies • “Area” or “non-NCPMS”, who handle all other tasks, and sometimes use the frameworks for relatively small capital works and studies B&V - 9

Environment Agency NEECA2 framework Overview • 4-year framework across England and Wales • B&V roles – consultant for upfront studies, design, EIA, H&S advisor, construction supervision • Scope – Flood defence (river/coastal), water resources, navigation, environmental protection • Five other suppliers – Halcrow, Atkins, Jacobs, Arup, Royal Haskoning • Revenue £8m in 2005, £7.5M in 2006 and forecast £6.6m in 2007 B&V - 10

What does the framework mean for us? • Framework put in place to : build relationships, build integrated teams, promote partnering, drive continuous improvement, improve cost and time certainty • All projects with EA run under NEC Professional Services Contract • Standard rates for all B&V staff agreed with EA • B&V PMs issue monthly progress report to EA • We agree Supplier Performance Measures or SPMs (previously known as KPIs) quarterly with the EA, these are used to drive continuous improvement and benchmark consultants • Quarterly cascades through B&V offices to keep all staff up to date • Monthly joint office Toolbox Talks to share knowledge and best practice, speakers can be internal or external • Standard templates for progress reports, SPMs, reports etc available through EA Extranet site B&V - 11

  13. Redhill Projects – Oxford • Environment Agency Thames Region • £830k fees • Strategy stage • Project manager David Carden • Engineering Manager David Wilson • Developing a long term plan for Flood Risk Management to protect 3,500 properties in the 1 in 100 year flood plain. B&V - 13

  14. Redhill Projects – Thames Tidal Sluices • Environment Agency Thames Region • £680k • Detailed design stage • Project manager Kevin Simpson • Engineering Manager Kate Robilliard • Detailed design for health & safety, and operational upgrade works on four Thames Tidal Sluices. B&V - 14

Redhill Projects – Lewes Cliffe • Environment Agency Southern Region • £190k • PAR stage • Project manager David Carden • Engineering Manager Helen Davis • Preparation of the business case to protect approx 200 residential and commercial properties from 1 in 100 year flood event in the Cliffe area of Lewes B&V - 15

Redhill Projects – Ouse to Seaford Head • Environment Agency Southern Region • £ 40k (current stage ) • Review of preferred option • Project manager David Carden • Engineering Manager Kevin Simpson • 1283 properties at risk from the breach or overtopping of weak flood banks. The existing beach provides minimal protection but is dependent on the shingle processes. B&V - 16

Redhill Projects – Felixstowe • Environment Agency Anglian Region • £700k • Detailed design stage • Project manager Neil Chamberlain • Engineering Manager Alex Schofield • From development of a coastal defence strategy to scheme design for the coastline at Felixstowe, protecting 960 residential and 428 commercial properties, plus the Port of Felixstowe. Construction planned for April 2008. B&V - 17

Redhill Projects – Great Ouse • Environment Agency Anglian Region • £470k • Strategy stage • Project manager David Keiller • Engineering Manager Anusha Shah • Long term strategic assessment of flood risk to 9814 properties and siltation management in the tidal river. Part of the problem is to alleviate the drainage problems of the Ouse Washes (SSSI, SPA and Ramsar site) which makes it a high profile project. B&V - 18
