One Parent Families Scotland works to ensure that all families, particularly Lone parent families, have the support, information and confidence needed to play a full part in Scotland’s economic and social life.

Young Parent Services North Lanarkshire Why are these services needed? Scotland has around 9000 teenage pregnancies, resulting in 4000 live births. North Lanarkshire -9% Teenage Pregnancies - third highest in Scotland. Under 20yr group, the most deprived areas have ten times the rate of delivery as the least deprived & under16yrs nearly 5 times the rate. Young parents often trapped in poverty, facing isolation and lacking confidence. Parenting programmes often geared towards adults and do not seem to be able to engage with teenage parents. Young people initiatives don’t cater for young parents. Welfare Reform will impact on young parents when child is 5yrs Traditional mainstream approaches less able to reach this group of parents
Young Parent - Integrated Progression Model • OPFS consulted Young Parents & they highlighted : • very little or no support throughout their pregnancy • often felt stigmatized and through this • did not take up local services available to them. • Integrated partnership approach to delivering specialist services for young parents needed to be developed. • Pathway of support in partnership with Early Years & Childcare and NHS: • Three elements • Teen Parent Mentoring Service • Transitional Groups • Transforming Lives Young Parents Employability Programme
Teen Parent Mentoring Service- Stage 1 Overview Operational since December 2010 - developed an early intervention peer mentoring model, in partnership with North Lanarkshire Council Early Years and Childcare. Service Aims To engage and support pregnant teenagers who face multiple barriers to actively engage with local services and adopt positive parenting strategies to give their babies the best start in life. To effectively train young parents as mentors supporting a progression route for teen parents providing positive support and a role model. Provides an integrated, person centred package of support tailored to the needs of the pregnant teenagers aged 13 – 19 (21 years if been accommodated in care) This holistic mentoring service addresses the health, housing, income issues and multiple barriers that the young parents face.
Early intervention from around 9-12 weeks pregnancy • Single on-going and flexible point of support with a young lone parent peer mentor. • Provides both one to one and group work activities at ante-natal and post-natal stages. • Support progression to successful parenthood (Lanarkshire Parenting Strategy and • GIRFEC.) • Advocates for teen parents with a wide range of other services and agencies. • Develops and delivers group sessions -personal development, healthy eating, weaning • family finances , benefits and positive parenting • Introduces and accompanies young parents to appointments and group sessions e.g.. • NHS Young Mums Ante Natal Groups • Support with childcare, travel & vouchers for food ( poverty means this input crucial). • Communication using social networking Teen Parent Mentoring Service- Key Elements
Model supports and trains young parents as mentors, acts as a progression route for teen parents providing positive support and role modelling. • Important and unique - identified as one of the key issues supporting success. • Each mentor receives continued training and support to develop them as confident , capable Teen Parent Mentors. Training undertaken has included: • Intensive on-going mentoring training • Child protection • Welfare benefits, budgeting /money management • Housing issues • Drug/alcohol/mental health awareness • REHIS • First Aid • Baby Sensory, Birth to 3 years , Weaning etc • Mentors are also encouraged and supported to undertake formal qualifications Teen Parent Mentors
Developed a unique model of working with pregnant teenagers. • Holistic approach adds value to other intervention available in North Lanarkshire. • Focuses on the individual needs of pregnant teenagers and provides one to one • mentoring support from young parents who have had similar experiences. • Outcomes: • 6 Teen Parent Mentors have been trained, increased skills,knowledge, qualifications • & work experience. • Engaged 58 pregnant teenagers/ teen parents from North Lanarkshire into the service. • 90% of the clients have been supported to attend ante-natal, post-natal, hospital, • counselling appointments, housing & social work etc. • Birth weights of Teen Mums engaging in the Teen Parent Service continue to be • above average. • ( Low birth weights are extremely common amongst teenage mums living in areas of deprivation). The average birth weight for babies is 7lbs 3oz. (SG Stats) Progress to date
Increased regular attendance at NHS Young Mums Groups. • All clients have been given a Young Person’s Family Finance review to make sure they are • receiving the correct benefits and entitlements. Partners and family members have also • been supported where required. • Financial Gains (April-Sept 2012) for clients include: • £13,500 awarded in Community Care Grants as a direct result of the Young Persons • Family Finance Worker input. • Over £30,000 in backdated payments claimed • 58 clients have undertaken regular peer mentoring from their appointed mentor including • emotional and practical support. • 8 clients have been supported and encouraged to move on to Stage 2: Transitional Group • and a further5clients have been supported and encouraged to move on to Stage3: • Transforming Lives Employability Project. Transitional Groups (Stage2) • Weekly groups provide additional service to young parents with babies 6 months + who do not have the confidence to actively engage in local community provision. • Peer support model for young parents and a programme of activities devised to • support parents to be more confident and capable parents. • Activities included: weaning, soft play, early literacy, infant massage, buggy walks, • Book Bug, etc • Peer support element developed as some parents may experience additional • pressures health, financial or personal issues. • Experience shows that parents develop confidence and ability to cope and find • solutions to their problems when they have a good quality support and positive • relationship from peers, friends and professionals. • A multi agency approach with local partners i.e. Social Work, Barnados, Public Health Nurses, First Steps etc. allowing access to a range of services for parents who require additional support.
Transforming Lives (Stage3) • Aims to achieve long term sustainable change in the lives of those young parents most at risk by offering positive support at key transitions in their lives: teenager to parent; benefits to training learning, volunteering and employment. • A holistic programme, to assist young parents to prepare for welfare reform, take control of their lives & provide a better life for their family. • Tailored personal & social development program provides intensive support to address • additional barriers and provide parents with the core employability skills. • Links parents into NLC Employability Framework • Mentoring model involving young people in the design and delivery of the project, as • well as in decisions which affect them. • Funded by the STV Appeal, William Grant Trust & Scottish Government
