Stewardship of the National Hydrography Dataset (NHD) Information Stewardship is “the willingness to be accountable for a set of business information for the well-being of the larger organization by operating in service, rather than in control of those around us.” Larry English, 1999 Data Governance: “The execution and enforcement of authority over the management of data assets and the performance of data functions.” Robert Seiner, 2006
Key Components of NHD Stewardship Strategy • Participate in NHD Stewardship Community • Understand role of State Steward • Understand USGS Roles • Establish NHD Stewardship Agreements • Establish effective Communication • Address key issues/concerns
Maintaining the NHD PNWHF Utah Transaction Workflow USGS Central NHD Repository Idaho Alaska
Objectives of NHD Stewardship • To create a nationwide partnership to produce and maintain a single source of hydrography data that is as useful and reliable as possible. • The community of users become the stewards of the data. • The USGS facilitates the stewardship process. • The stewards/users evolve the data to best meet their needs. • The USGS guides the evolution for national continuity.
NHD Stewardship Organization USGS-National Coordination State Partnerships- Area Coordination Maintainers-Enhancement of data Users - Operational Use
The Stewardship Agreement….. • Defines Stewardship for NHD – Purpose • Identifies participants at all levels • Clearly describes roles/responsibilities • Describes agreed-upon levels of service • Establishes timeframes for required actions • Defines NHD update process workflow • Defines and formalizes commitment to stewardship • Formalizes rules for who does what and when
State Steward Responsibilities Primary Data Steward Promote Vertical Integration With WBD Single POC to USGS DATA STEWARD Coordinate and Approve all Edits Collaborate with In-state Framework Collaborate with Adjacent States Provide QA and Resolve Data Conflicts Collaborate with USGS on National Edits
State Steward -- Technical Responsibilities Technical POC for State Central In-state Authority Vertical Integration with WBD DATA STEWARD (Technical) Coordinate Edits Provide IT Support Implement Transaction Workflow
Example: Stewardship Roles in Oregon/Washington Executive Sponsors Stakeholders Steering Committee Clearinghouse Administrator Technical Advisory Committee Agency Data Stewards Local Data Stewards
USGS Role Program Leadership-- Manage Program Data Steward (Secondary to State Steward) Provide and Maintain Applications USGS Provide Standards And Continuity Maintain Data Model Provide Forum for Stewardship Provide Guidance And Training
USGS Role…continued Provide Agreed-Upon Level of Service Adhere to Agreed-Upon Workflow Hydrography POC USGS Provide “Best Practices” IT Support USGS Liaison Role Include NHD Community In Decisions Coordinate with State Stewards
Status of Stewardship Agreements • Many states have signed NHD Stewardship Agreements. eg. • Minnesota • Pennsylvania • Kansas • Idaho • Arkansas • New York • Many other states have draft Agreements in-work.
Communication • In-State Stewardship Communication • State Steward – USGS Communication • State/Regional Representatives • Weekly NHD Project Management Meetings • Focused and ad hoc discussions • NHD Stewardship conferences • NHD Stewardship web site • Discussion Forum • NHD Newsletter
Stewardship Concerns • Stewardship at this level never attempted before…..an experiment? • Stability of USGS NHD organization? • IT infrastructure and staffing at USGS needed to support NHD transactions? • Will state stewardship organizations fully engage this process? Funding? • Will the NHD database become further fragmented? • Is editing of the NHD too complex? • Will expectations of NHD users (eg. field level in BLM and USFS) be fully satisfied?
A Strategy for NHD Stewardship... • Needs to fit within the context of NHD implementation within our agencies and also on Framework data development efforts within our state. • Even with adoption of NHD by our agencies, we still need to participate in interagency state partnerships and develop effective Stewardship Agreements with the USGS.
