8. The overlapping purposes of all of these standards and objectives are to increase English language proficiency and improve academic achievement.
English language proficiency standards define progressive levels of competence in English. These progressive competency levels could help build a map of progress once the English language proficiency assessments are aligned to the English language proficiency standards.
English language proficiency standards reflect the proficiency levels necessary for meaningful access to the curriculum and instructional materials at the various grade levels to provide LEP students a means of making progress towards the State academic achievement standards.
