  3. Domiciliary Care - Future StrategyJuly 2014 Potential future model for Domiciliary Care Services in County Durham.

  4. Current Position • Framework contracts have been in place since April 2011 and expire 31/3/15. • Contracts cover children and adults. • Volume of hours commissioned has declined during current contract term & trend is continuing.

  5. Current Position • County is segmented into 10 geographic zones, with between 1 and 4 providers in each. • Total of eight providers in Durham. • Rural areas, defined as west of the A68 but with some settlements excluded, attract an enhanced rate per visit.

  6. Future contracting model • Service users, operational teams and current providers have given views. • Current model generally thought to be working well, though some issues identified. • Service specification to be reviewed and updated.

Future Contracting Model • Price is a key consideration - significantly lower rate following last tender. • Aware of pressures; minimum wage rise, new pension regulations etc. Need to ensure price is sustainable for the future • However – DCC still has significant financial pressures which are uncertain even in the short to medium term.

  8. Future Contracting Model • Commissioning in rural areas to be strengthened – possibly by enhanced ‘rural uplift’ and / or change to zone arrangements. • Accreditation of non-framework providers is a possibility – TBC.

  9. Tender Process • Two stage process – PQQ & ITT • Assessment of quality based on completion of technical questions. • Price structure to be confirmed. • Essential criteria will be specified, e.g. appropriate CQC registration. • E-tendering will be utilised - no interviews involved.

  10. Tender Process • Tendering will be via the County Council E tendering system. • Providers will need to be registered with pro-contract at: www.nepoportal.org • DCC Corporate Procurement Team will give an overview of the procurement process today.

  11. Operation of Framework • New packages will be subject to a call-off arrangement. • Providers in each zone will be ‘ranked’ in terms of best performance at ITT • Percentage of hours allocated likely to be based on this ranking.

  12. Operation of Framework • Clear policy direction from central government on choice & control – personal budgets, Direct Payments etc. • Packages already based on individual contracts under the framework(s). • Bidders should be aware that existing service users may remain with current provider.

  13. Operation of Framework • Element of future price increases likely to be based on quality assessment / performance indicator scores. • Framework agreements will be let for a period of up to four years. • Full detail will be specified in tender documentation.

  14. Provisional Timescales • August 14 – PQQ advertised • Sept / Oct 14 – ITT advertised • December 14 – Contracts awarded • April 15 – New contracts commence
