Traditional activities A wide range of CB activities carried out by ICSU Union Members, National Members and Interdisciplinary bodies Examples: • CCBS: science and maths education at primary, secondary and tertiary levels • COSTED: strengthening of S&T capacity of developing countries • START, INASP, CDSI, … UNESCO-ICSU-TWAS WCS Follow-up Symposium
ICSU-TWAS-UNESCO-UNU/IAS Visiting Scientist Programme • Its aim is to provide institutions and research groups in the least developed countries with the opportunity to establish long-term links with leading scientists worldwide and so help develop capacity-building in their country. Teaching Science Web portal, joint project between ICSU and IAP, in collaboration with "La main à la pâte". Developed out of an initiative by CCBS to provide a source of information on primary school science education. ‘Clearing house’: Includes also comprehensive information on the many science education and training activities carried out by the ICSU membership. Priority Area Assessment (draft) • To develop strategies for bringing synergies to a wide range of CB activities of the ICSU family • To provide inputs to discussions on the future course of the Committee on CB in Science UNESCO-ICSU-TWAS WCS Follow-up Symposium
PAA, terms of reference • Define an overarching mission and the added value of ICSU • Propose a strategic framework for the next 5-10 years • Examine current activities • Propose modalities for collaboration and cooperation within and without ICSU UNESCO-ICSU-TWAS WCS Follow-up Symposium
Scientific CB, a priority Scientific CB involves many elements: education, institutions, facilities, funding policy, human capital ICSU should collaborate with its members and major partners, to address and promote national and international policies and strategies UNESCO-ICSU-TWAS WCS Follow-up Symposium
Recommendations: • Research programmes of the ICSU family should always include CB elements • Employ standardized protocols and indicators to document the scientific capacities of countries • Pay attention to special problems resulting from mobility of human capital, brain drain, and technological gaps UNESCO-ICSU-TWAS WCS Follow-up Symposium
Recommendations (2): • Work with partners to improve participation of women in science • Establish a Committee on Science Education to focus on primary, secondary and tertiary level • In tertiary level science education, work through National Members and ROs • Interact with TWAS and with UNESCO Forum on HE UNESCO-ICSU-TWAS WCS Follow-up Symposium
Recommendations (3): • Encourage public understanding of scientific issues and help build a scientifically literate global society • Develop a strategy for improving ICSU’s public outreach • Identify research universities that can become partners in regional research programmes • Encourage the public and private sectors to support CB efforts in science UNESCO-ICSU-TWAS WCS Follow-up Symposium
Recommendations (4): • Expand the ICSU-TWAS-UNESCO-UNU programme and give preference to visits linked to research and education programmes with a regional focus • Unions should develop region-specific CB programmes and should make their scientific expertise available in countries • National members should interact, and should support CB efforts in their regions. Other major steps: • Creation of Regional Offices Africa, Latin America, Asia and the Arab countries • to serve as a hub for information exchange, • develop networks and programmes/projects, • partner with international and regional organizations. UNESCO-ICSU-TWAS WCS Follow-up Symposium
Other major steps: • Establishment of the Policy Committee for Developing Countries • to advise the EB on major issues of CB, • coordinate with the Committee on Science Education in this area, • stimulate the development of national S&T policies. UNESCO-ICSU-TWAS WCS Follow-up Symposium
PCDC recommendations • ICSU to work with UNESCO, TWAS and other partners to ensure that national S&T policies can be promoted in various fora, • involve different national stakeholders and combine both top-down and bottom-up approaches, • involve partners also outside the science community, and especially governments, in such a dialogue.
