Reformulation • Process of improving alternative plans • By adding, re-scaling and eliminating uneconomic increments • May be based on things like ship simulation • Increase the ability to meet the Formulation Criteria • Completeness • Effectiveness • Efficiency • Acceptability
Selecting the NED Plan • Evaluate plans by comparing them to the without project condition • Maximize net NED benefits through optimization and incremental analysis • Identify the NED plan • Will the NED Plan normally be selected as the recommended plan?
Exercise: Purposes: • To provide an understanding of optimization, incremental analysis and identification of the NED plan. • To demonstrate the development of alternative plan formulation strategies in the establishment of an array of alternative plans
Exercise: • Assign roles to the members of your group • Port – Wants 50 foot depth to compete with other ports • Upstream Terminal Operator – Wants consistent depth in harbor • Pilots Association – Wants extra width • Corps Planners – Need to follow Corps policies • Based on the information provided • Develop formulation strategies for the final array that will facilitate trade-off analysis • Determine appropriate depths, widths and reaches for each plan in the final array • Identify the NED Plan
Exercise: • State the number of plans in your final array • Describe the plans in terms of formulation strategy, depth, width and reaches • Identify your NED plan
Exercise: • Did you do any reformulation? • Are there any plans that could not be recommended? • How would a Locally Preferred Plan (LPP) be selected?
Locally Preferred Plan • If the local sponsor desires, a locally preferred plan may be formulated that addresses other local objectives and constraints. • The selection of a locally preferred plan may deviate from the NED Plan if requested by the non-Federal sponsor and approved by ASA(CW)
Locally Preferred Plan – Cost Sharing If the locally preferred plan has: • Larger costs than the NED plan • Incremental cost is entirely a non-Federal responsibility • Special case - NED Plan exception granted by the ASA(CW) and the costs are then shared at the same percentage basis as the NED plan • Smaller costs than the NED plan • Normally be granted an exception to NED plan selection • Costs are then shared at the same percentage basis as the NED plan

Take Away Points • Incremental analysis of widths and reaches is required to identify the NED Plan. • While a study may recommend a locally preferred plan, the NED Plan normally sets the limit on the Federal investment. • A locally preferred plan can be less than the NED Plan and still have WRDA ’86 cost sharing.
