Implementation Team ApproachTask Forces Governance • Restructuring/Certification of the State (Sec. 101) and Local Boards (Sec. 107). • At the local level – introducing a two-tiered partner structure – Core Programs and Required One-Stop Center Partners. • One-Stop Certification Process • Identification of One-Stop Operators through a competitive process. Performance Accountability (Sec. 116) • How to coordinate performance reporting for the core programs to measure system performance. • Address issues regarding access to UI wage records for core programs to report outcomes. • Address performance reporting challenges identified by eligible training providers – especially universities and community colleges. Fiscal • Development of a cost allocation methodology to address funding of the One-Stop Infrastructure. (Sec. 121(h))

Labor Market Analysis: • Commuting Patterns, etc. Policy • Overall administrative and operational policy revisions, staff training and implementation. Staff Development • Statewide solution for One-stop staff development/capacity building Business Outreach • Assessing needs. • Educating on workforce system service offerings. • Engaging employers in the workforce system planning.
